            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, January 12, 2016, with President London Breed presiding.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            President Breed called the meeting to order at 2:06 p.m. On the call of the roll, Supervisor Cohen
            was not present. There was a quorum.



COMMUNICATIONS
            Angela Calvillo, Clerk of the Board, informed the Board of Supervisors that she was in receipt of a
            communication from Supervisors Malia Cohen informing the Board of her absence and requesting
            to be excused from today’s meeting.



Supervisor Cohen Excused from Attendance
            Supervisor Mar, seconded by Supervisor Yee, moved that Supervisor Cohen be excused from
            attending today’s meeting. The motion carried by the following vote:

APPROVAL OF MEETING MINUTES
            President Breed inquired whether any Board Member had any corrections to the Board Meeting
            Minutes of November 17, 2015, and December 1, 2015. There were no corrections.
            Supervisor Campos, seconded by Supervisor Mar, moved to approve the Board Meeting Minutes of
            November 17, 2015, and December 1, 2015. The motion carried by the following vote, following
            general public comment:

            working group to plan for the permanent closure of County Jail Nos. 3 and 4, and any

            Supervisor Avalos read into the record the following directives for the Working Group created by
            the Resolution, which the sponsor, Supervisor Breed, agreed to in principle: 1) the Department of
            Public shall take the lead; 2) the majority of the working group members (50%+1) shall represent
            community-based organizations; 3) formerly and currently incarcerated representatives be
            prioritized; 4) African-American representatives be prioritized, since they represent the
            disproportionate population within the detention system; 5) the selection process for the members
            of the working group be transparent; 6) the community representatives shall have decision-making
            powers and not just a representational presence; and 7) the draft initial report, due to the Board of
            Supervisors by March 31, 2016, shall be released two weeks prior to the due date to allow ample
            time for review, research, and feedback.

            Resolution approving and authorizing the acquisition of one temporary construction easement, two
            permanent surface access easements and one permanent subsurface easement for water utility
            purposes from John Daly Boulevard Associates, L.P., a California limited partnership, Monarch
            Ventures, L.P., a California limited partnership, and Wilbak Investments, L.P., a California limited
            partnership, for $78,185 to be used by the City and County of San Francisco under the Water
            System Improvement Program for the access, installation, modification, removal, inspection,
            maintenance, repair, replacement, periodic scheduled maintenance, emergency repairs, and
            construction of the project known as the Regional Groundwater Storage and Recovery Project,
            Project No. CUW30103; adopting findings under the California Environmental Quality Act;
            adopting findings that the conveyance is consistent with the General Plan, and the eight priority
            policies of Planning Code, Section 101.1; and approving the Agreement and authorizing the
            Director of Property and/or the San Francisco Public Utilities Commission General Manager to
            execute documents, make certain modifications, and take certain actions in furtherance of this
