ROLL CALL AND PLEDGE OF ALLEGIANCE
            President London Breed called the meeting to order at 2:02 p.m. On the call of the roll, all
            Supervisors were noted present. There was a quorum.

            Following the Pledge of Allegiance, President Breed recessed the meeting at 2:04 p.m., due to a
            public demonstration. President Breed adjourned the meeting at 2:13 p.m. until further notice, due
            to the continuation of the public demonstration. President Breed reconvened the meeting at 2:41
            p.m.

            Resolution approving the contract with Cypress Security to provide Armed and Unarmed Security
            Services in the amount of $38,314,208.17 for an initial term of three years to commence following
            Board approval, with an additional three-year option to extend. (Municipal Transportation Agency)

            Privilege of the floor was granted to Andrew Shen, Deputy City Attorney, and Ashish Patel
            (Municipal Transportation Agency) who responded to questions raised throughout the discussion.

            Supervisor Avalos announced he wanted to be removed as the primary sponsor. With no
            additional sponsors for this matter, by default the Municipal Transportation Agency has been
            assigned as the requestor.

            Supervisor Kim, seconded by Supervisor Cohen, moved to continue this matter to April 21, 2015.
            Supervisor Kim withdrew her motion.
            Supervisor Wiener, seconded by Supervisor Farrell, moved that this Resolution be CONTINUED to

            attenuation of exterior noise for new residential structures and acoustical analysis and field testing

            private nuisance on the basis of noise for nearby residents of residential structures constructed or
            converted on or after January 1, 2005; to authorize the Entertainment Commission to hold a
            hearing on a proposed residential use near a POE, and require the project sponsor’s participation
            in the hearing; to authorize the Entertainment Commission to measure noise conditions at such
            project sites and provide comments and recommendations regarding noise to the Planning
            Department and Department of Building Inspection; to require lessors and sellers of residential

            Ray Hartz submitted the following additional information during Public Comment as follows: On
            March 19 I filed an IDR, which under Sunshine Ordinance required a response by close of
            business on March 20. Supervisors Tang, Avalos and Cohen responded as the law required.
            Supervisors Campos, Yee and Wiener, while not timely, did respond. This is the third time I've
            been before this BOS regarding the same IDR, so, I'm wondering why Board President Breed and
            Supervisors Kim, Mar, and Farrell have still not replied? Nothing at all! I don't think this lack of
            response is a sign of contempt for me personally. No actually, I believe it is just a general
            contempt for open government and transparency. I say that because this the same contempt that
            voters will see clearly if they take the time to attend a meeting of this BOS and observe the
            members do anything but listen to the public! They've forgotten who put them where they are!
