Board of Supervisors Meeting Minutes 1/8/2015 Members Present: John Avalos, London Breed, David Campos, Julie Christensen, Malia Cohen, Mark Farrell, Jane Kim, Eric Mar, Katy Tang, Scott Wiener, and Norman Yee ROLL CALL AND PLEDGE OF ALLEGIANCE Katy Tang, Presiding Officer, called the meeting to order at 12:15 p.m. On the call of the roll, all Supervisors were noted present. COMMUNICATIONS The Presiding Officer acknowledged the presence of elected officials, former elected officials, representatives of elected officials, and various City Department heads. Angela Calvillo, Clerk of the Board, informed the Board Members that she had received a communication from John Arntz, Director of Elections, certifying the candidates for the Office of Members of the Board of Supervisors who received a plurality of votes cast at the election held on November 4, 2014, who, therefore, have been declared elected to that office, namely: Malia Cohen Mark Farrell Jane Kim Katy Tang Scott Wiener Additionally, the Clerk of the Board informed the Board Members that she was in receipt of a notification on January 8, 2015, at 12:01 p.m. from Mayor Edwin M. Lee of his appointment of Julie Christensen to the District 3 Supervisor's seat. Finally, the Clerk of the Board informed the Board Members that she had received a communication from the Controller, confirming that certification of surety bond requirements were established for all newly re-elected and appointed Supervisors pursuant to San Francisco Administrative Code Article IX, Section 16.122(a)(e). OATH OF OFFICE The Presiding Officer introduced John Stewart, Presiding Judge, Superior Court of California, County of San Francisco, who requested the Board Members to stand, whereupon Judge Stewart administered the oath of office. Board of Supervisors Meeting Minutes 1/8/2015 NOMINATIONS FOR PRESIDENT OF THE BOARD The Clerk of the Board provided some nominating principles as follows: - Members may nominate themselves - Nominees do not need to state on the record if they accept the nomination - A second is welcome, but not required to be nominated - Nominees do not need to vacate the Chamber - Nominees may vote for themselves Supervisor Cohen nominated Supervisor Breed. Supervisor Avalos nominated Supervisor Campos. The Presiding Officer asked if there were any further nominations. There being no response, the nominations for the office of the President of the Board of Supervisors were then closed. GENERAL PUBLIC COMMENT Former Supervisor Amos Brown; spoke in support of Supervisor Breed for Board President. Harrah Pinell; spoke in support of Supervisor Breed for Board President. Male Speaker; expressed various concerns relating to homelessness. Merrion Jackson; spoke in support of Supervisor Breed for Board President. Beatrice Pimentel; spoke in support of Supervisor Breed for Board President. Shawn DuBert; spoke in support of Supervisor Breed for Board President. Nancy Roth; spoke in support of Supervisor Breed for Board President. Male Speaker; spoke in support of Supervisor Breed for Board President. Tom Temprano; spoke in support of Supervisor Campos for Board President. Henne Kelly; spoke in support of Supervisor Campos for Board President. Kimberly Ellis; spoke in support of Supervisor Breed for Board President. Male Speaker; spoke in support of Supervisor Breed for Board President and expressed concerns relating to home sharing. Jeanie Stone; expressed various concerns relating to home sharing. Karen Casino; expressed various concerns relating to home sharing. Christina Rosasko; spoke in support of Supervisor Breed for Board President. Alex Khoo; spoke in support of Supervisor Breed for Board President. Patrick Connors; spoke in support of Supervisor Campos for Board President. Mark Eber; expressed various concerns relating to ride sharing. Board of Supervisors Meeting Minutes 1/8/2015 ELECTION OF THE PRESIDENT OF THE BOARD The roll was called on the nominations of Supervisors London Breed and David Campos. Round 1 - Motion to elect a nominee to the office of the President of the Board of Supervisors PASSED by the following vote: Supervisor Breed: 8 - Breed, Christensen, Cohen, Farrell, Mar, Tang, Wiener, Yee Supervisor Campos: 3 - Avalos, Campos, Kim NEWLY ELECTED PRESIDENT ASSUMES THE CHAIR President London Breed assumed the President's Chair. Former President Tang presented the gavel to newly elected President Breed. President Breed presented former President Tang with a plaque for her service. Supervisor Kim, seconded by Supervisor Tang, moved to rescind the previous vote. The motion carried unanimously. Round 2 - Motion on the nomination of Supervisor Breed to the Office of President of the Board of Supervisors PASSED by the following vote: Ayes: 11 - Avalos, Breed, Campos, Christensen, Cohen, Farrell, Kim, Mar, Tang, Wiener, Yee REMARKS FROM THE MAYOR The Presiding Officer introduced the Honorable Mayor Edwin M. Lee who congratulated the newly re-elected and newly appointed members of the Board of Supervisors. REMARKS BY THE MEMBERS OF THE BOARD Each member of the Board of Supervisors was called and afforded an opportunity for brief remarks for the newly elected President of the Board and for introduction of family members or guests in attendance. REMARKS BY THE PRESIDENT OF THE BOARD President Breed gave her commitment to working with the members of the Board of Supervisors, City Agency Departments, and the public in addressing issues which impact the citizens of San Francisco.
