260903 [Hearing - Appeal of Final Environmental Impact Report Certification - Proposed
       PG&E Power Asset Acquisition Project]
            Hearing of persons interested in or objecting to the certification of a Final Environmental Impact
            Report for the proposed Pacific Gas and Electric (PG&E) Power Asset Acquisition project
            (Assessor’s Parcel Block No. Various, Lot No. Various), identified in Planning Case No.
            2023-005370ENV, issued by the Planning Commission through Motion No. 21929, dated July 9,
            2026, adopting the findings under California Environmental Quality Act related to the Certification of a
            Final Environmental Impact Report for the proposed PG&E Power Asset Acquisition project in San
            Francisco, City of Brisbane, City of Daly City, and San Mateo County; the project would be the City
            and County of San Francisco’s purchase of PG&E owned electrical transmission and distribution
            assets in San Francisco and San Mateo County that are needed to provide electricity service to the
            customers within San Francisco. (Appellants: Christian H. Cebrian of Cox, Castle & Nicholson LLP,
            on behalf of Pacific Gas and Electric Company; Alaura McGuire of Adams Broadwell Joseph &
            Cardozo, on behalf of the Coalition of California Utility Employees.) (Filed: August 7, 2026) (Clerk of

            President Mandelman opened the public hearing and inquired as to whether any individual wished to
            address the Board regarding the appeals of the certification for the Final Environmental Impact
            Report for the proposed Pacific Gas and Electric Power Asset Acquisition Project. Christian Cebrian
            (Appellant #1) provided an overview of the appeal, responded to questions raised throughout the
            discussion, and further requested the Board to approve the appeal. Rick Franco (Appellant #2)
            provided an overview of the appeal, responded to questions raised throughout the discussion, and
            further requested the Board to approve the appeal. There were no speakers in support of the appeal
            and in opposition to the project. Julie Moore (Planning Department) provided an overview of the
            decision of the Planning Department and responded to questions raised throughout the discussion.
            Ron Flynn (San Francisco Public Utilities Commission) (Project Sponsor) provided an overview of the
            project, responded to questions raised throughout the discussion, and further requested the Board to
            uphold the decision of the Planning Department. Michael Wright; Otto Duffy; Richard Esty Petersen;
            Griffin Lee; spoke in opposition to the appeal. Brad Russi (Office of the City Attorney) provided
            additional information and responded to questions raised throughout the discussion. Christian
            Cebrian (Appellant #1) provided a rebuttal and further requested the Board to approve the appeal.
            Rick Franco (Appellant #2) provided a rebuttal and further requested the Board to approve the
            appeal. There were no other speakers. President Mandelman closed public comment and declared
            the public hearing heard and filed.
