       and Reductions; Development Impact Fee Reductions]

            Ordinance amending the Planning Code to: 1) reduce Inclusionary Affordable Housing Program
            requirements for projects of 25 units or more; 2) delete Inclusionary Affordable Housing Program
            requirements for projects under 25 units; 3) allow all projects to dedicate land to the City as an
            alternative to payment of the Inclusionary Affordable Housing Program fee; 4) adopt a process for
            projects to request a modification to conditions of approval related to Inclusionary Affordable Housing
            Program requirements; 5) delete certain Article 4 affordable housing and development impact fees;
            and 6) adopt conforming amendments to various sections of the Planning Code; amending the
            Building Code to reduce Planning Code Article 4 development impact fees and allow deferral of
            payment of such fees; and amending the Administrative Code to adopt conforming amendments to
            the requirements of the Citywide Affordable Housing Fund; affirming the Planning Department’s
            determination under the California Environmental Quality Act; making public necessity, convenience,
            and welfare findings under Planning Code, Section 302; and making findings of consistency with the
            General Plan, and the eight priority policies of Planning Code, Section 101.1.

            AMENDMENT OF THE WHOLE BEARING SAME TITLE, on Page 53, Line 9, by changing ‘For’ to ‘Except as
            provided in subsection (a)(2), for’; on Page 54, Lines 4-15, by adding ‘(2) In the Mission Area Plan (See
            San Francisco General Plan, Eastern Neighborhoods Planning Areas, Map 1), for any Ownership
            Housing Project, the number of Affordable Units constructed on-site shall be 8% of all units constructed
            on the project site. A minimum of 6% of the units shall be affordable to low-income households, and 2%
            of the units shall be affordable to moderate income households. Owned Units for low-income
            households shall have an affordable purchase price set at 80% of Area Median Income or less, with
            households earning up to 100% of Area Median Income eligible to apply for low-income units. Owned
            Units for moderate-income households shall have an affordable purchase price set at 100% of Area
            Median Income or less, with households earning more than 100% and up to 120% of Area Median
            Income eligible to apply for moderate-income units. MOHCD may reduce Area Median Income pricing
            and the minimum income required for eligibility in each ownership category.’, and Line 16, by changing
