John Allman submitted the following statement during General Public Comment, as follows: “My name is John Allman and I am a member of the HIV Advocacy Network. I am here to speak about disease prevention. I must say that I am very angry and frustrated at how our HIV Programs are being gutted in the Mayor’s proposed budget. I have given public comments at several Health Commission Meetings, along with many of my colleagues, but most of the time I felt like I was shouting into a void. For instance, at the April 20th Health Commission Meeting the agenda stated that “The Health Commission will not be voting on the DPH budget, clinic closures, or staff reductions reviewed in this meeting because the Commission already approved the FY26-28 DPH budget at its March 2, 2026 meeting.” My understanding is that the city budget is being prepared through the end of June so why did the Health Commission abdicate all of their power and just accept the mayor’s proposed budget at such an early stage in the budget process?” City and County of San Francisco Page 480 Printed at 2:29 pm on 6/24/26
