            Sponsors: Commission Streamlining Task Force; Mandelman
            Ordinance amending the Administrative, Business and Tax Regulations, Campaign and
            Governmental Conduct, Environment, Health, Labor and Employment, Municipal Elections, Park,
            Planning, Police, Public Works, and Transportation Codes to: 1) define and distinguish between
            Commissions and Advisory Bodies (collectively, “bodies”) and establish certain standard provisions,
            some of which generally apply to Commissions, some to Advisory Bodies, and some to both; 2)
            generally establish the term and term limits of bodies, with four-year terms and three-term limits for
            Commissions, three-year terms and four-term limits for Advisory Bodies, and generally limit holdover
            service by members of bodies; 3) establish, modify, or clarify the sunset dates of certain bodies; 4)
            abolish certain bodies; 5) retain certain bodies, in some cases renaming them, modifying their
            powers and duties, and/or changing them from Commissions to Advisory Bodies; 6) for certain
            bodies, modify the composition, membership, or appointment structure of members, and change
            qualifications for service from required to desired qualifications; 7) transfer to Chapter 5 of the
            Administrative Code provisions for bodies that are currently located elsewhere in the Administrative
            Code or another part of the Municipal Code, so that the large majority of Commissions and Advisory
            Bodies are concentrated in Chapter 5; 8) modify the duties, responsibilities, definitions, and
            membership of the Child Care Planning and Advisory Council to conform with applicable state law; 9)
            add two state-required bodies, the Community Corrections Council and the Juvenile Justice
            Coordinating Council, to the Administrative Code; 10) make other minor or clarifying changes
            regarding Commissions and Advisory Bodies; and 11) authorize and direct the City Attorney to make

SPECIAL ORDER 2:30 P.M. - Recognition of Commendations
            Without objection, Rule 5.36 of the Rules of Order for the Board of Supervisors was suspended to
            grant privilege of the floor to the following guest(s).


            Supervisor Wong introduced, welcomed, and presented a Certificate of Honor to Rabbi Martin
            Rawlings-Fein in honor of Jewish American Heritage Month and in recognition of his
            accomplishments as a spiritual leader, educator, and advocate of an inclusive Jewish life.

            Supervisor Walton introduced, welcomed, and presented a Certificate of Honor to the Sheriff Cadets
            stationed at City Hall in recognition of their outstanding public service and efforts keeping everyone
            safe and the building secure. Sheriff Paul Miyamoto provided additional commending remarks.
            Supervisors Chen, Mahmood, Chan, Sherrill, Dorsey, Melgar, Sauter, and Mandelman shared in this
            commendation.

            Supervisor Chan introduced, welcomed, and presented a Certificate of Honor to the San Francisco
            and Bay Area Korean Center Cultural Dance Group, accepted by Consul General of Korea Jung-taek
            Lim, Dr. Jonathan H. Kim, and Eung-kwang Lee, in honor of Asian American and Pacific Islander
            Heritage Month and in recognition of their artistic accomplishments and extraordinary performances.

            Supervisor Mahmood introduced, welcomed, and presented a Certificate of Honor to the Tenderloin
            Station Patrol, accepted by Officer Ernesto Linares, Officer Edwin Anaya, and Samuel Berenson, in
            honor of Police Week and in recognition of their outstanding public service. Supervisor Chen shared
            in this commendation.

            Supervisor Chen introduced, welcomed, and presented a Certificate of Honor to Jay Pham in honor of
            Asian American and Pacific Islander Heritage Month, and in recognition of his accomplishments as a
            business owner in the Excelsior neighborhood and continued community support.

            Supervisor Sherrill introduced, welcomed, and presented a Certificate of Honor to Marla Perkins,
            Pianist (Episcopal Church of St. Mary the Virgin), in recognition of her musical accomplishments
            through performance and education that connect the mind, body and spirit.

            Supervisor Sauter introduced, welcomed, and presented a Certificate of Honor to David Assman in
            recognition of his accomplishments and dedication providing regular birding field trips at Fort Mason
            and advocating for the bird watching community.

            President Mandelman introduced, welcomed, and presented a Certificate of Honor to the organizers
            and City workers of the St. Patrick’s Day Parade and Festival, accepted by James Quinn, PJ
            Masterson, and Eillie Schaefer, in recognition of their efforts ensuring a smooth and successful
            community event. Supervisor Wong shared in this commendation.
