111008 [Resolution to Establish the West Portal Community Benefit District]
 Sponsor: Elsbernd
 Resolution establishing a property-based business improvement district to be known as the “West
 Portal Community Benefit District,” ordering the levy and collection of assessments against
 property located in that district for 13 years commencing with FY2011-2012, with services,
 activities, and improvements to be provided for 13 calendar years commencing January 1, 2012,
 subject to conditions as specified, and making environmental findings.
 Supervisor Elsbernd, seconded by Supervisor Mirkarimi, moved that this Resolution be AMENDED,
 AN AMENDMENT OF THE WHOLE BEARING SAME TITLE. The motion carried by the following vote:
 Ayes: 11 - Avalos, Campos, Chiu, Chu, Cohen, Elsbernd, Farrell, Kim, Mar, Mirkarimi, Wiener

SPECIAL ORDER 3:30 P.M. - Recognition of Commendations

Privilege of the Floor
 Supervisor Chu, seconded by Supervisor Avalos, moved to suspend Rule 4.37 of the Rules of Order
 of the Board of Supervisors to grant privilege of the floor to the following guests. The motion carried
 by the following vote:
 Ayes: 11 - Avalos, Campos, Chiu, Chu, Cohen, Elsbernd, Farrell, Kim, Mar, Mirkarimi, Wiener
 Supervisor Chu introduced, welcomed, and presented a Certificate of Honor to Scott Heldfond of
 the Health Service System Board in recognition of his accomplishments during his tenure as a
 Board Member. Supervisor Elsbernd and Catherine Dodd, Director of Health Service System,
 shared in this recognition.

 Supervisor Chu introduced, welcomed, and presented a Certificate of Honor to Terry McDevitt of
 the Recreation and Park Department in recognition of his 40 years of service upon his retirement.

 Supervisor Avalos introduced, welcomed, and presented Certificates of Honor to District 11 artists
 and organizers in recognition of their accomplishments in beautifying the Excelsior, creating the
 Excelsior Mural Tour, and for their continued community support.

 Supervisor Mar introduced, welcomed, and presented a Certificate of Honor to Karen Bishop of the
 San Francisco Unified School District in recognition of her 43 years of service upon her retirement
 and continued community support. Supervisors Kim and Campos shared in this recognition.
