111007 [Public Hearing - Resolution to Establish the West Portal Community Benefit
 District]
 Sponsor: Elsbernd
 Hearing of persons interested in or objecting to proposed Resolution establishing a property-based
 business improvement district to be known as the “West Portal Community Benefit District,”
 ordering the levy and collection of assessments against property located in that district for 13 years
 commencing with FY2011-2012, with services, activities, and improvements to be provided for 13
 calendar years commencing January 1, 2012, subject to conditions as specified, and making
 environmental findings.
 The President inquired as to whether any member of the public wished to address the Committee
 of the Whole relating to File No. 111008. Matt Rogers; Mario Magennon; James Robinson; Gail
 Ferris; Bob Presley; Auburn Shepherd; Steve Ballister; Walter Paulson; spoke in support of the
 assessment district. Mark Pasquine; Male Speaker; L.A. Wagner; spoke in opposition to the
 assessment district. Lisa Pagan (Mayor's Office of the Economic and Workforce Development)
 responded to questions raised throughout the discussion. There were no other speakers. The
 President declared public comment closed and adjourned as the Committee of the Whole,
 reconvening as the Board of Supervisors.
