Board of Supervisors Meeting Minutes 1/8/2011 Members Present: John Avalos, David Campos, David Chiu, Carmen Chu, Malia Cohen, Sean Elsbernd, Mark Farrell, Jane Kim, Eric Mar, Ross Mirkarimi, and Scott Wiener ROLL CALL AND PLEDGE OF ALLEGIANCE The meeting was called to order at 12:10 p.m. On the call of the roll, all Supervisors were noted present. COMMUNICATIONS Angela Calvillo, Clerk of the Board, informed the Board Members that she had received a communication from the Director of Elections, certifying the candidates for the Office of Members of the Board of Supervisors who received a plurality of votes cast at the election held on November 2, 2010, who, therefore, have been declared elected to that office, namely: Carmen Chu Malia Cohen Mark Farrell Jane Kim Scott Wiener Additionally, Ms. Calvillo informed the Board Members that she had received a communication from the Controller, confirming that certificiation of surety bond requirements were established for all newly elected and continuing Supervisors pursuant to San Francisco Administrative Code Article IX, Section 16.122(a)(e). OATH OF OFFICE President David Chiu announced that the Honorable Katherine Feinstein, Presiding Judge, Superior Court of California, County of San Francisco, would not be present and introduced the Honorable Cynthia Lee, Presiding Judge, Superior Court of California, County of San Francisco, who requested the Board Members to stand, whereupon Judge Lee admistered the oath of office. Board of Supervisors Meeting Minutes 1/8/2011 ELECTION OF THE PRESIDENT OF THE BOARD NOMINATIONS Supervisor Chu nominated Supervisor Elsbernd. Supervisor Kim nominated Supervisor Chiu. Supervisor Avalos nominated Supervisor Mirkarimi. Supervisor Campos nominated Supervisor Avalos. Supervisor Mirkarimi did not accept the nomination for President of the Board of Supervisors. The President asked if there were any further nominations. There being no response, the nominations for President of the Board of Supervisors were then closed. PUBLIC COMMENT The Clerk of the Board asked if there was anyone present who wished to address the question of the nomination of the President of the Board of Supervisors. Dr. Willard Walker; Dawn Turner; Frank Canada; Paulette Browne; Sharon Yuney; Albert Sandoval; Kay Gulbengay; Wen Tsui; Jim Salinas; Tammy Brian; Ed; Sedrick Jackson; Sharon Elias-Jackson; Peter Warfield; Patrick Monk; Ace Washington; Dr. John Darcy; Allison Villaneuva; Female Speaker; Cynthia Cruz; Malcolm Young; Alma; spoke indicating their support of the individual nominees. The President declared public comment closed. SELECTION OF THE BOARD PRESIDENT The roll was called on the nominations of Supervisors Elsbernd, Chiu, and Avalos. Round 1 - Motion to elect President of the Board of Supervisors failed by the following vote: Elsbernd: 4 - Chu, Elsbernd, Farrell, Wiener Chiu: 4 - Chiu, Cohen, Kim, Mar Avalos: 3 - Avalos, Campos, Mirkarimi Supervisor Elsbernd withdrew his name from nomination for President of the Board of Supervisors. Round 2 Motion to elect President of the Board of Supervisors passed by the following vote: Chiu: 8 - Chiu, Chu, Cohen, Elsbernd, Farrell, Kim, Mar, Wiener Avalos: 3 - Avalos, Campos, Mirkarimi PRESIDENT ASSUMES THE CHAIR President Chiu remained in the President's Chair. REMARKS FROM MAYOR President David Chiu announced that he received notification from the Honorable Mayor Gavin Newson that indicated he was unable to attend and wished to congratulate the newly elected and re-elected members of the Board of Supervisors. Board of Supervisors Meeting Minutes 1/8/2011 REMARKS FROM BOARD MEMBERS Each member of the Board of Supervisors was called and afforded an opportunity for brief remarks and for introduction of family members or guests in attendance. REMARKS BY THE PRESIDENT OF THE BOARD President acknowledged the presence of the following elected officials, representatives of elected officials, and various City Department heads: Senator Mark Leno; Representative for Congresswoman Jackie Spiers, Jonathon Cast; Board of Education Member Hydra Mendoza; Former President of the Board of Supervisors, Angela Alioto; City Attorney Dennis Herrera; Treasurer José Cisneros; Assessor/Recorder Phil Ting; Public Defender Jeff Adachi; Police Chief George Gascon; Fire Chief Joanne Hayes-White; Representative of City Administrator Ed Lee, Aimee Brown; and Office of the Mayor's Chief of Staff Steve Kawa. President Chiu gave his commitment to working with the members of the Board of Supervisors, City Agency Departments, and the public in addressing issues which impact the citizens of San Francisco. ADJOURNMENT There being no further business, the Board adjourned at the hour of 2:06 p.m. N.B.
