 Hearing of persons interested in or objecting to the amendments to the proposed Charter
 Amendments (Second Draft) to amend the Charter of the City and County of San Francisco by
 amending Sections 8A.100, 8A.101, 8A.102, 8A.104, 8A.105, 8A.106, 8A.107, 8A.108, 8A.113,
 A8.409-1, A8.409-4, and A8.428, and repealing Section A8.404, to: provide for split appointments
 to the San Francisco Municipal Transportation Agency (MTA) Board of Directors; allocate a share
 of property tax revenues to the Transportation Fund; require the MTA to resubmit an Agency
 budget if its budget is rejected by the Board of Supervisors; establish an Office of the MTA
 Inspector General; and, eliminate formulas governing operator wages and benefit payments and

 The President inquired as to whether any member of the public wished to address the Board
 relating to the amendments to the proposed San Francisco Municipal Transportation Agency
 Appointments Policy and Other Procedures Charter Amendment as referenced in File Nos. 100637
 and 100982. Peter Stauss expressed support relating to the amendments to the proposed charter
 amendment in File No. 100982. Walter Paulson shared in song certain concerns relating to the
 amendments to the proposed charter amendments. There were no other speakers. The President
 declared public comment closed and adjourned as the Committee of the Whole, reconvening as
 the Board of Supervisors.

Privilege of the Floor
 Supervisor Dufty, seconded by Supervisor Alioto-Pier, moved to suspend Rule 4.37 of the Rules of
 Order of the Board of Supervisors to grant privilege of the floor to the following guests. The motion
 carried by the following vote:
 Ayes: 11 - Alioto-Pier, Avalos, Campos, Chiu, Chu, Daly, Dufty, Elsbernd, Mar, Maxwell, Mirkarimi
 Supervisor Dufty introduced, welcomed, and presented Certificates of Honor to Duane Kuiper and
 Mike Krukow in recognition of their 20 years of dedicated service as Broadcasters for the San
 Francisco Giants and for their continued community support.

 Supervisor Alioto-Pier introduced, welcomed, and presented Douglas Pingle who accepted
 Certificates of Honor on behalf of the Independent Living Resource Center and Disabled Sports
 USA - Far West in recognition of their accomplishments and continued community support.
