 aggregate principal amount not to exceed $155,000,000 to refinance certain certificates of
 participation that financed various capital improvement projects; approving the form of a Trust
 Agreement between the City and County of San Francisco and the trustee (including certain
 indemnities contained therein); authorizing the selection of a trustee (Trustee); approving the form
 of a Property Lease between the City and the Trustee named therein relating to certain property
 generally known as the San Bruno Complex and certain other City-owned property; approving the
