140522 [Public Hearing - Appeal of Statutory Exemption Determination - San Francisco
       Municipal Transportation Agency's FY2015-2016 Two-Year Capital Budget]
            Hearing of persons interested in or objecting to the San Francisco Municipal Transportation
            Agency's (SFMTA) determination that the SFMTA’s FY2015-2016 Two-Year Operating and Capital
            Budget is statutorily exempt from the California Environmental Quality Act. (Appellant: James
            Birkelund, on behalf of Livable City, the San Francisco Transit Riders Union, and Mario Tanev)
            (Filed May 15, 2014). (Clerk of the Board)
            The President inquired as to whether any member of the public wished to address the Board.
            James Birkelund and Mario Tanev (Appellants) provided an overview of the appeal, responded to
            questions raised throughout the discussion, and further requested the Board to approve the
            appeal. Peter Staus (Transit Rider's Union); Cynthia Klune; Tom Radulovich (Livable City); Thea
            Selby (Transit Riders Union); Nicole Shayer (Walk San Francisco); Henry Pan; spoke in support of
            the appeal. Ed Reiskin, Director of Transportation, Municipal Transportation Agency, provided an
            overview of the budget, responded to questions raised throughout the discussion, and further
            requested the Board to uphold the exemption determination. Joy Navarette and Andrea Contreras
            (Planning Department) provided an overview of the exemption determination and responded to
            questions raised throughout the discussion. Christopher Dahl; John Fitch; Emil Lawrence;
            Matthew Shefsky; Beverly Phillips; Chris Bowman (Transportation Balance of San Francisco); Mari
            Eliza; spoke in support of the project and in opposition to the appeal. James Birkelund (Appellant)
            provided a rebuttal and further requested the Board to approve the appeal. There were no other
            speakers. The President declared the public hearing closed.
