Goodlett Place San Francisco, CA 94102-4689 MEETING MINUTES Thursday, January 8, 2009 12:00 PM Legislative Chamber - Second Floor Inaugural Meeting Board of Supervisors MICHELA ALIOTO-PIER, JOHN AVALOS, DAVID CAMPOS, DAVID CHIU, CARMEN CHU, CHRIS DALY, BEVAN DUFTY, SEAN ELSBERND, ERIC MAR, SOPHIE MAXWELL, ROSS MIRKARIMI Members Present: Michela Alioto-Pier, David Campos, Carmen Chu, David Chiu, Bevan Dufty, Sean Elsbernd, Sophie Maxwell, Eric Mar, Ross Mirkarimi, John Avalos, Chris Daly. Members Excused: None. Members Absent: None. ROLL CALL The meeting was called to order at 2:05 p.m. On the call of the roll all Supervisors were noted present. PLEDGE OF ALLEGIANCE COMMUNICATIONS Angela Calvillo, Clerk of the Board informed the Board members that she had received a communication from the Director of Elections certifying the candidates who received a majority of the votes cast at the November 4, 2008 Election who therefore, have been declared elected to that office, namely: Eric Mar, District 1 David Chiu, District 3 Carmen Chu, District 4 Ross Mirkarimi, District 5 Sean Elsbernd, District 7 OATH OF OFFICE Angela Calvillo, Clerk of the Board introduced the Honorable James McBride, Presiding Judge, San Francisco Superior Court, and requested the members to stand, whereupon Judge McBride administered the oath of office. ELECTION OF THE PRESIDENT OF THE BOARD NOMINATIONS Supervisor Daly nominated Supervisor Daly. Supevisor Dufty nominated Supervisor Maxwell. Supervisor Campos nominated Supervisor Mirkarimi. Supervisor Chiu nominated Supervisor Avalos. Supervisor Avalos nominated Supervisor Chiu. The Clerk of the Board asked if there were any further nominations. There being no response, the nominations for Board President were then closed. PUBLIC COMMENT The Clerk of the Board asked if there was anyone present who wished to address the question of the nomination of the President of the Board of Supervisors. Members of the public indicated their support of the individual nominees. SELECTION OF THE BOARD PRESIDENT The roll was called on the nominations of Supervisors Avalos, Chiu, Daly, Maxwell and Mirkarimi. Round 1 - Motion to elect Board President failed by the following vote: Avalos 2 - Avalos, Daly Chiu Daly Maxwell 5 - Alioto-Pier, Chu, Dufty, Elsbernd, Maxwell Mirkarimi 4- Campos, Chiu, Mar, Mirkarimi Round 2 Motion to elect Board President failed by the following vote: Avalos 4 - Avalos, Chiu, Daly, Mar Chiu Daly Maxwell 5 - Alioto-Pier, Chu, Dufty, Elsbernd, Maxwell Mirkarimi 2- Campos, Mirkarimi Round 3 Motion to elect Board President failed by the following vote: Avalos 4 - Avalos, Chiu, Daly, Mar Chiu Daly Maxwell 5 - Alioto-Pier, Chu, Dufty, Elsbernd, Maxwell Mirkarimi 2- Campos, Mirkarimi Round 4 Motion to elect Board President failed by the following vote: Avalos 3 - Avalos, Chiu, Daly Chiu 1 - Mar Daly Maxwell 5 - Alioto-Pier, Chu, Dufty, Elsbernd, Maxwell Mirkarimi 2- Campos, Mirkarimi Round 5 Motion to elect Board President failed by the following vote: Avalos Chiu 4 - Avalos, Campos, Chiu, Mar Daly 1- Daly Maxwell 5 - Alioto-Pier, Chu, Dufty, Elsbernd, Maxwell Mirkarimi 1- Mirkarimi Round 6 Motion to elect Board President failed by the following vote: Avalos Chiu 4 - Avalos, Campos, Chiu, Mar Daly 1- Daly Maxwell 5 - Alioto-Pier, Chu, Dufty, Elsbernd, Maxwell Mirkarimi 1- Mirkarimi Supervisor Avalos withdrew his name from nomination for President of the Board of Supervisors. Round 7 Motion to elect Board President was passed by the following vote: Avalos Chiu 6 - Avalos, Campos, Chiu, Daly, Mar, Mirkarimi Daly Maxwell 5 - Alioto-Pier, Chu, Dufty, Elsbernd, Maxwell Mirkarimi PRESIDENT ASSUMES THE CHAIR President Chiu designated Supervisors Avalos and Chiu to escort him to the President's Chair. REMARKS FROM MAYOR The Honorable Mayor Gavin Newson addressed the Board members and congratulated the newly elected and re-elected members of the Board of Supervisors. The Mayor stated he was looking forward to working with the members of the Board of Supervisors in addressing the financial issues facing the City and County of San Francisco. REMARKS FROM BOARD MEMBERS Each member of the Board of Supervisors was called and afforded an opportunity for brief remarks and for introduction of family members or guests in attendance. REMARKS BY THE PRESIDENT OF THE BOARD President acknowledged the presence of the following elected officials, representatives of elected officials and various City Department heads: Mayor Gavin Newsom Dennis Herrera, City Attorney Harvey Rose, Budget Analyst Ben Rosenfield, Controller Steve Kawa, Chief of Staff to Mayor Jos
