 petitions decided at the Rent Board after April 10, 2000, pursuant to capital
 improvement petitions filed prior to August 10, 2001 (so that the prohibition
 period for such evictions is now extended from February 10, 2002 to February
 10, 2003); by prohibiting landlords from imposing late fees on tenants for
 such non-payment of capital improvement costs; and with Findings in support.
