Board of Supervisors Meeting Minutes 12/17/2013 131188 [Formal Policy Discussions - December 17, 2013] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall answer the following eligible questions submitted from Supervisors representing Districts 8 and 10. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed five minutes per Supervisor. 1. The Golden Gate National Recreation Area (GGNRA) - including Fort Funston, Crissy Field, Ocean Beach, and other properties - is a critical resource for San Franciscans and others for various recreational activities. GGNRA isn't a traditional national park but rather an urban recreation area. One long-time, established recreational use of GGNRA properties is dog walking. Thousands of San Franciscans have long walked their dogs on these federal properties. The National Park Service is proposing significant restrictions on dog access at GGNRA. These restrictions would severely limit San Franciscans' ability to utilize GGNRA with their dogs and would result in a shift of many dogs to our city parks, causing over-crowding. The Board of Supervisors unanimously passed a resolution I authored to oppose the proposal. Congresswoman Jackie Speier has also expressed opposition to the proposal. Congresswoman Nancy Pelosi recently encouraged the National Park Service to extend the time period for public comment and to take into account the significant dog uses at GGNRA. Do you agree that the GGNRA plan goes too far in restricting dog access? Will you work with the Board of Supervisors and our Federal representatives to encourage the National Park Service to alter the plan to take into account the needs of dog owners and walkers to use these properties? (Supervisor Wiener, District 8) 2. Mr. Mayor - Many of us on the Board of Supervisors, myself included, have been working on legislation and with departments to increase access job opportunities for residents in our City. While there are some large employers who are well integrated into our City's workforce development system, I think we can be doing more to reach a broader range of private employers who can accept residents that have completed any one of our City's job development programs. You recently launched a mobile application called text2wrk. Can you describe how this application is going to fit into our City's overall workforce development strategy and what the outreach plan is for ensuring that residents can use this tool?
