Recommendations of the Transportation and Land Use Committee 002106 [Urban Forestry Council] Supervisors Leno, Katz, Bierman Ordinance amending San Francisco Administrative Code Chapter 5 by adding Article XX111 to create an Urban Forestry Council and to delineate powers and duties for such Council. In the light of recent State-wide energy crisis, the investigation should: 1. Examine the City’s current Charter and Administrative Code to determine whether the City has jurisdiction, directly or indirectly, to require businesses to refrain from turning on non-essential lighting during non-business hours. 2. Examine State and Federal laws to determine whether the City or State government has jurisdiction, directly or indirectly, to require businesses to refrain from turning on non-essential lighting during non-business hours. 3. Should the investigation conducted by the City Attorney determine that the City has jurisdiction to impose such requirements, then the City prepare such legislation. 4.
