Question: Shall this Resolution be ADOPTED? 11. 002191 [Contract for Electric Service, Treasure Island and Yerba Buena Island] Resolution approving the contract between the City and County of San Francisco and the United States, through the Department of Energy Western Area Power Administration, for the delivery of low cost electric power for use at Treasure Island on file with the Clerk of the Board of Supervisors File No. 002191; and approving indemnifying and holding harmless the United States against claims arising from the activities of the City under the contract; and waiving requirement of Section 21.35 of the San Francisco Administrative Code that every contract contain a statement regarding liability of claimants for submitting false claims; and waiving requirement of Section 21.19 of the San Francisco Administrative Code that every contract contain a statement regarding guaranteed maximum costs. The Chair intends to request the committee to send the following item to the Board as a committee report. 12. 010083 [Rules of Order; Committees] Supervisor Ammiano Motion amending the Rules of Order of the Board of Supervisors of the City and County of San Francisco, by repealing Sections 5.1 through 5.11 and replacing them with new Sections 5.1 through 5.10, thereby creating a new committee structure of the Board. Requests to the Legislative Analyst shall require the affirmative vote of a majority of the members of the Board. 15. 010103 [Legislative Analyst Request] Supervisor Leno Motion asking the Legislative Analyst to prepare comparative study of municipal Police and Sheriff Department policies for holding and managing special needs groups, such as transgender individuals, people with physical and mental disabilities and other special populations. The primary research interest is to identify strategies for safe management and care of special needs populations. Research should address issues such as solitary/group management, funding, and other considerations. This request includes no specific municipalities for study, with the exception of the City of Oakland and the City of San Francisco. Other Cities may be studied by the discretion of the Analyst. CLOSED SESSION CONFERENCE WITH CITY ATTORNEY - Anticipated Litigation as Plaintiff 16. 010079 [Potential Litigation] Motion that the Board of Supervisors convene in closed session with the City Attorney for the purpose of conferring with, or receiving advice from, the City Attorney regarding anticipated litigation (City anticipated to be a plaintiff) which may be filed for the purpose of joining in litigation intended to direct responsibility for lead poisoning liability upon companies and industries that have used lead in their products and concealed the dangers of lead-based paint from the government and the public. The Board considers ordinances and resolutions, most of which have been the subject of hearings before the standing committees of the board at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee. Board procedures do not permit persons in the audience to vocally express support or opposition to statements by Supervisors or by other persons testifying. Thus applause and booing are both contrary to Board requirements. The Board does not permit signs to be brought into the meeting or displayed in the room. Citizens are encouraged to testify at Board hearings and to write letters to the Board and to its members, City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.
