The ordinance will authorize a City Department to: determine the technology and technology services needs of San Francisco communities; specify the information that participating technology services organizations must provide to the City; develop criteria to evaluate technology organizations based on their commitments (hardware, software, internet access, service, training, investments, charitable contributions etc.) to low income and minority communities; to collect and analyze relevant data; to evaluate and rank technology services organizations and negotiate with them; to make technology services organizations rankings available to the public; and to develop rules and regulations to implement the linked technology services ordinance. The ordinance will authorize the selected City department to do the above with input from representatives of the private and nonprofit sectors. The ordinance will also encourage the city to contract with technology services organizations that are rated as performing best under established criteria and prohibit the City from doing business with technology services organizations that do not choose to participate in the linked technology services program or do not receive a satisfactory ranking under the evaluation criteria to the extent that such decisions are consistent with sound business practice and applicable law. In addition to assessing current services, departments should also estimate what additional services (and personnel) would be necessary to meet future needs. This is merely a general survey. If declarations; and (2) written materials that solicit or require the furnishing of information from an individual, including, but not limited to, forms, applications, and questionnaires? What is the current and future capacity for Tier 2 Departments to translate all publicly-posted documents and to post notices in the public areas of their facilities in the relevant language(s) indicating that written materials in the language(s) and staff who speak the language(s) are available? What would it take to have all departments have a designated staff member responsible for reviewing all translations of a department’s written materials and ensuring that the translations are accurate? Is there are need for departments to increase bilingual "Public Contact Positions"? Could your department share such persons among your various facilities? Finally, what would it take for all departments to maintain recorded telephonic messages in each language under the population thresholds mentioned above. The messages might contain basic information about the department’s operation including, at a minimum, business hours, location(s), services offered and the means of accessing such services, and the availability of language assistance. The messages might also provide callers the option of leaving a recorded complaint about. Callers might have the option of leaving a telephone complaint or completing a complaint form in a language required of the department.
