 who use cannabis for medicinal purposes.

 By Supervisor Leno, that letter be sent to the Chief of Police inquiring

 whether the Police Department has a written policy regarding the disposal

 and/or destruction of retired service firearms.

 By Supervisor Yaki, that letter be sent to the City Attorney requesting

 legislation be drafted which would establish penalties for construction/contracting

 companies who do not post required information on temporary no-parking

 signs and who failed to conduct work in areas for more than two consecutive

 days where no-parking zones have been established.

 By Supervisor Yee, that letter be sent to the Chief of Police to

 request a written report to the Board of Supervisors about an incident

 that occurred on August 19, 1999 at 8th Avenue and Clement Street between

 a parking control officer and a Clement Street merchant over the issuance

 of a parking ticket. The merchant maintains that the ticket was issued

 prior to the expiration of time on the meter and the police were called

 to resolve the issue. When the police came they arrested the merchant.

 The merchant asked a passerby to call his family on his behalf and the

 passerby alleges that in the course of trying to help the merchant,

 he was subjected to unnecessary force by a police officer, and was also

 detained.

 By Supervisor Yee, that letter be sent to the Director, Department

 of Parking and Traffic, requesting an investigation into an incident

 that occurred on August 19, 1999 at 8th Avenue and Clement Street between

 a parking control officer and a Clement Street merchant over the issuance
