The motion carried by the following vote: Ayes: 9 - Becerril, Bierman, Brown, Katz, Kaufman, Leno, Newsom, Teng, Yaki Noes: 2 - Ammiano, Yee Supervisor Ammiano moved to amend to reduce the General Fund reserve to $28.5 million and increase the Department of Public Health budget by $205,100 to accomplish the following: (1) Eliminate the prescription co-payment for SF General patients with incomes under 200% the level of poverty ($105,000); (2) Add Pharmacy registry staff during peak periods to reduce wait times ($20,725); (3) Add a language translator to the Pharmacy and patient eligibility areas to expand access for Cantonese, Mandarin and Spanish speakers ($39,375 for a .75 FTE Health Worker II); and (4) Enhance prescription refill phone service ($40,000). President Ammiano, seconded by Supervisor Becerril, moved that this Motion be AMENDED. APPROVED AS AMENDED by the following vote: Ayes: 11 - Ammiano, Becerril, Bierman, Brown, Katz, Kaufman, Leno, Newsom, Teng, Yaki, Yee 991052 [Annual Appropriation Ordinance FY 1999-2000] Mayor Annual Appropriation Ordinance appropriating all estimated receipts and all estimated expenditures for the City and County of San Francisco for fiscal year ending June 30, 2000. (Controller) (Fiscal impact; Companion measure to Files 991065, 991086) The Clerk stated the Budget and two accompanying ordinances were called together. Therefore, the motion to amend the budget was also a motion to amend the two companion measures. A vote to amend to conform the Annual Appropriation Ordinance to the annual budget as amended is in order. (Fiscal impact; Companion measure to Files 991065, 991052.) A vote to amend to conform the Annual Salary Ordinance to the annual budget as amended is in order. By Supervisor Katz, that letter be sent to the Director, Department of Telecommunications and Information; the Treasurer; and the Assessor/Recorder regarding the status of the adoption of electronic recordation standards (digital recording of public records and other documents). The State appointed Electronic Recordation Task Force was formed to develop statewide electronic recordation standards which are expected to be in place by January 2000. City and county conformance with State standards will facilitate sharing of documents and information with other jurisdictions and will enable the development of applications to improve and expand electronic transactions with the public. By Supervisor Katz, that letter be sent to the Director, Department of Telecommunications and Information, regarding the development of custom electronic publication lists. Custom electronic publication lists give the ability to the public to register interest in a particular subject and then be provided information on that subject as it becomes available. Examples of such information includes event calendars, meeting agendas, job listings, utility services and contract information.
