ROLL CALL AND PLEDGE OF ALLEGIANCE The Board of Supervisors of the City and County of San Francisco met in regular session on the above date with President Tom Ammiano presiding. The meeting was called to order at 2:04 p.m. On call of the roll, the following Supervisors were noted absent: Supervisors Katz, Newsom - 2. Quorum present. CONSENT AGENDA Recommendations of the Public Health and Environment Committee 990734 [Grant - State] Resolution authorizing the Department of Public Health, Population Health and Prevention, Emergency Medical Services, to accept retroactively and expend a grant in the amount of $500,000 from the State Office of Traffic Safety for the Child Passenger Safety Program and to enter into an agreement which does not include patent infringement indemnification and false claims clauses; providing for ratification of action previously taken. The San Francisco Community Television Channel (CTC) has submitted an operations plan that proposes to increase the airing of Public Access programming to 24 hours per day. The Channel currently airs non-public access programming from 5:30 a.m. to 3:30 p.m. weekdays. CTC’s proposal, if approved, would displace the current daytime programming. By Supervisor Brown, that letter be sent to the City Attorney requesting draft legislation be prepared that models the anti-trespassing ordinance presenting being considered by the city of Antioch and which would include a fine and jail sentence for convictions of panhandlers. By Supervisor Katz, that letter be sent to the Director, Department of Technology and Information Services and to the Committee on Information Technology requesting that each research, evaluate and then work together to establish a computer pilot program for select City Departments that will track and monitor worker’s compensation claims. Currently, there is little or no monitoring of worker’s compensation claims, leaving the system open for fraud. Reports indicate the recent launch of a new software package capable of managing worker’s compensation claims. A computer pilot program could assess problems, inconsistencies and reoccurrences of claims and give departments the necessary information for enforcement. By Supervisor Katz, that letter be sent to the Director, Planning Department regarding the feasibility of requesting that buildings allow bicyclists access to freight elevators to transport their bicycles. Currently, many buildings do not allow bicycles to be transported in elevators because of space issues. Elevators are very crowded with people, and bicycles take up much needed space. In order to not contribute to crowding in elevators, freight elevators may be a viable option for bicyclists to transport their bicycles to upper levels of a building. By Supervisor Katz, that letter be sent to the Director, Emergency Communications By Supervisor Kaufman, that letter be sent to the City Librarian, Regina Minudri, who is at UCSF Hospital expressing the thoughts and best wishes of the Board for a speedy recovery from her recent stroke. By Supervisor Kaufman, that letter be sent to the San Francisco School Board members encouraging the Unified School District to work with Department of Parking and Traffic to improve the City’s school crossing guard program. The Board’s Budget Analyst has found the need for greater oversight of crossing guards as well as improved recruitment and retention of staff in the program. The Supervisor asks that the Unified School District assist the City in solving the current deficiencies in the program before the start of the new school year this fall. By Supervisor Newsom, that letter be sent to the Director, Department of Parking and Traffic, asking what measures it is taking to address the anticipated increase in traffic surrounding the Presidio, given the Presidio Trust’s plans for development. In addition, strongly urging the Department to coordinate with the Trust around this issue and to be present at future planning meetings hosted by the Trust.
