Resolution No. 500-99 Requests Granted By Supervisor Becerril, that letter be sent to the City Attorney requesting legislation be drafted to require paid advocates to make public disclosure of their clientele when they submit documents or appear in public meetings and when they approach or meet with supervisors or commissioners in private. By Supervisor Brown, that letter be sent to the City Attorney to inquire what, if anything, can be done to address the problem of newly auctioned cars leaving auction lots without insurance only to become involved in accidents and thereby impose serious economic hardships upon other drivers, property owners and persons. By Supervisor Kaufman, that letter be sent to the Director, Department of Human Services concerning fraud and abuse in the City’s welfare programs and requesting a report to the Board of Supervisors on the City’s cash payment programs (including the PAES, GA, SSIP and CALM programs). The report should address the following five issues: (1) What steps have been taken to evaluate the accuracy of residency claims on cash assistance applications? (2) How many nonresidents have successfully gained access to cash assistance payments in the last year? (3) What guidelines or enforcement mechanisms are in place to monitor advocacy and other organizations that provide proof of residency letters for general assistance applicants? (4) What is the Department doing to ensure that future applications for cash assistance are screened to eliminate non-residents from receiving payments? (5) What percentage of welfare recipients are receiving payments without participating in work related activities or drug and alcohol counseling?
