CONSENT AGENDA Recommendations of the Finance Committee 981963 [Lease Agreement, Port - Richard Stein/City Parking Company] Resolution approving lease agreement with Richard Stein d.b.a. City Parking Company and the City and County of San Francisco operating by and through the San Francisco Port Commission to operate a surface parking lot at Seawall Lot 330, Embarcadero and Bryant. (Port) Resolution No. 16-99 ADOPTED 982037 [Grant - State] Resolution retroactively authorizing the Director of Public Works to expend up to $1,274,279 from the State of California for roadway work on City streets in accordance with State-Local Transportation Partnership Program (9th Cycle) waiving indirect costs. (Department of Public Works) Resolution No. 17-99 ADOPTED 982136 [Grant, Federal] Supervisor Newsom Resolution authorizing the Executive Director, Department of Parking and Traffic, to retroactively apply for, accept and expend up to $3.54 million in Federal grants for implementation of the first phase of a state-of-the-art Integrated Transportation Management System (ITMS), foregoing reimbursement of indirect costs. Resolution No. 18-99 ADOPTED Recommendations of the Housing and Neighborhood Services Committee 970019 [Prohibiting Sale of Inscribing Tools] Supervisor Teng Ordinance amending the Police Code by adding Section 4202 prohibiting the sale of scribing tools, window etchers and diamond cutters to minors and prohibiting the display of inscribing tools, window etchers or diamond cutters in an area accessible to the public without employee assistance. Ordinance No. 12-99 FINALLY PASSED The foregoing items were acted upon by the following vote: Ayes: 10 - Ammiano, Bierman, Brown, Katz, Kaufman, Leno, Newsom, Teng, Yaki, Yee Absent: 1 - Medina REGULAR CALENDAR UNFINISHED BUSINESS Recommendations of the Economic Development, Transportation, and Technology Committee 981449 [Treasure Island Development Authority] Supervisor Yaki Resolution directing the Treasure Island Development Authority to amend its bylaws and articles of incorporation to expand the number of directors of the Board of Directors of the Authority to include three additional ex officio members - the then-sitting President of the Board of Supervisors, the Chair of the committee with jurisdiction over economic development and the Chair of the committee with jurisdiction over housing; requiring 30-days prior notice of amendments to the Authority’s competitive bidding rules and procedures; urging the Authority to monitor and participate in negotiations with the Navy regarding conveyance of the base, and directing the Authority to establish a citizens advisory board within 30 days of the effective date of this resolution to be comprised of 25 persons, 14 of whom shall be appointed by the Mayor and 11 of whom shall be appointed by the Board of Supervisors. Ordinance No. 18-99 990047 [Building Attachments Program] Supervisor Leno Ordinance amending Housing Code Section 604 to require that owners of residential buildings certify to the Department of Building Inspection (DBI) that any decks, stairs, balconies or fire escapes that are not structurally integral to the building have been determined by a licensed professional engineer or other defined structural expert to meet minimum safety standards, and, providing for an initial three (3) year period for certifications to be submitted and amending Chapter 10 by adding Section 1001(Q) to treat as substandard any residential building for which deficient or no certification was submitted to DBI.
