ROLL CALL AND PLEDGE OF ALLEGIANCE The Board of Supervisors of the City and County of San Francisco met in regular session on the above date with President Barbara Kaufman presiding. The meeting was called to order at 2:02 p.m. On call of the roll, the following Supervisor was noted absent: Supervisor Medina - 1. Quorum present. Supervisor Medina was noted present at 2:05 p.m. Privilege of the Floor Supervisor Teng, seconded by Supervisor Brown, moved to suspend Rule 4.25 of the Rules of Order of the Board of Supervisors to grant privilege of the floor to various guests. The motion carried by the following vote: Ayes: 11 - Ammiano, Bierman, Brown, Katz, Kaufman, Leno, Medina, Newsom, Teng, Yaki, Yee Acknowledgement of Renovation of City Hall President Kaufman stated it was an honor to officiate at the first meeting in the renovated City Hall building and that on the occasion of this first meeting in the Legislative Chambers today, everyone including Mayor Brown, Nancy Pelosi and Jackie Spier will be in a portrait similar to the one taken of the Board of Supervisors back in 1915-16 and asked every in the audience to turn and face the photographer at the back of the chamber. President Kaufman introduced Mayor Willie L. Brown, Jr. Mayor Brown spoke briefly of his involvement in the City Hall project and acknowledged the work and guidance from Tony Irons, City Hall Renovation Project Director. Several members of the Board spoke of the remarkable, loving, dedication of everyone who had a part in the restoration of this magnificent building. The Board of Supervisors commending Tony Irons for his excellent management and oversight of the City Hall Renovation Project and commended the efforts of each and every worker involved in the restoration of City Hall. In such instance, no unit in the property which was used as a residential rental unit after January 1, 1998, shall be used for any non-rental use unless such use has been authorized as a conditional use under Section 303 of the Planning Code. When considering whether to grant a conditional use permit for non-rental use, in lieu of the criteria set forth in Planning Code Section 303, consideration shall be given to the adverse impact on the supply of rental housing in the City and to any unreasonable hardship to the applicant if the permit is denied. This section shall not apply so long as the vacancy rate for residential rental property in San Francisco is greater than five percent (5%). This Section does not supersede any other law which regulates the use of the property, nor does this Section require an owner to rent or offer to rent any unit.
