 The Board of Supervisors of the City and County of San Francisco met in regular session on the above date with President Barbara Kaufman presiding.

 The meeting was called to order at 2:00 p.m. On call of the roll, the following Supervisors were noted absent:

 Supervisors Bierman, Katz, Leno, Teng - 4.

 Quorum present.

 Supervisor Bierman was noted present at 2:03 p.m.

 Privilege of the Floor

 Supervisor Ammiano, seconded by Supervisor Yee, moved to suspend Rule 4.25 of the Rules of Order of the Board of Supervisors to grant privilege of the floor to the following guests. The motion carried by the following vote:

 Two speakers spoke briefly on the Mayor's state of emergency concerning the extremely low weather temperatures. One speaker identified himself as a homeless parent and requested the Mayor give another $45,000 for the homeless program. He spoke of unsanitary conditions at some of the shelters. One speaker suggested the City purchase an old hotel and renovate it for use by homeless persons with families.
