The meeting was called to order at 2:00 p.m. On call of the roll, the following Supervisors were noted absent: Supervisors Brown, Leno - 2. Quorum present. Mr. May stated the purpose of his visit to the United States is to gather support for the Gays and Lesbians of Zimbabwe (GALZ) in their struggle for equality for gays and lesbians in Zimbabwe and to condemn the homophobic and repressive government of Zimbabwe. Supervisor Ammiano presented Certificates of Honor to Frank Silverstein (who was present) and Delmar Neal in recognition for their civic pride and volunteerism in keeping the area around 2300 Market Street clean, free of graffiti and safe. CONSENT AGENDA Recommendations of the Health, Family, and Environment Committee 981642 [Grant - State Funds] Resolution authorizing the Department of Public Health, Division of Population Health and Prevention, Community Health and Safety, to retroactively accept and expend a grant in the amount of $22,695 from the California Integrated Waste Management Board for the solid waste facilities permit and inspection program and to enter into an agreement which includes an indemnification clause and does not include patent infringement indemnification and false claims clauses; waiving indirect costs. (Department of Public Health) Resolution No. 915-98 ADOPTED 981702 [Grant - State] Resolution authorizing the Department of Public Health, Population Health and Prevention Division, Emergency Medical Services, to accept retroactively and expend a grant in the amount of $20,000 from the State EMS Authority to complete the local EMS Plan and to enter into an agreement which includes a rights in data clause and which does not include patent infringement indemnification and false claims clauses. (Department of Public Health) Resolution No. 916-98 ADOPTED 981703 [Grant - Private] Resolution authorizing the Department of Public Health, Population Health and Prevention Division, HIV Research Section, to accept retroactively and expend a grant in the amount of $321,317 from Public Health Foundation Enterprises, Inc. to conduct a preventive HIV vaccine Phase III efficacy trial and to enter into an agreement which includes indemnification and rights in data clauses and which does not include patent infringement indemnification and false claims clauses. (See Meeting Minutes of October 19, 1998.) 981441 [Mission Bay South Redevelopment Plan] Supervisors Yaki, Teng, Newsom, Bierman, Medina, Brown, Ammiano, Katz, Leno, Yee Ordinance approving and adopting Redevelopment Plan for the Mission Bay South Plan Area, which is generally bounded by the south embankment of the China Basin Channel and Seventh Street, Interstate 280, Mariposa Street, Terry Francois Boulevard and Third Street and contains approximately 238 acres of land; approving and authorizing an Interagency Cooperation Agreement between the City and County of San Francisco and the Redevelopment Agency of the City and County of San Francisco, in furtherance of the adoption and implementation of the Redevelopment Plan; adopting findings pursuant to the California Environmental Quality Act; adopting findings that the Plan and related cooperation agreement are consistent with the City's General Plan and Eight Priority Policies of Planning Code Section 101.1; and adopting findings pursuant to the California Community Redevelopment Law. Recommendations of the Economic Development, Transportation, and Technology Committee 980564 [Bicycle Transit Enhancement Plan] Supervisors Katz, Bierman, Medina, Ammiano, Yaki, Leno, Newsom, Brown Ordinance amending Traffic Code by adding Article 5B, Section 110 to protect the integrity of existing bicycle facilities and Section 38N to prohibit parking in bicycle lanes, by amending Section 3.14 to conform to the State Vehicle Code definition of bicycle and Section 4 to conform to State Vehicle Code provisions regarding the rights and duties of bicycle riders; amending Administrative Code by adding Section 2.76 to authorize monitored bicycle parking at large public events; amending Planning Code Section 155 to clarify that any bicycle parking requirements under that section will not conflict with Sections 155.1 and 155.2, amending Planning Code Section 155.1 to clarify definition and obligations of responsible City official and landlord and deleting obsolete implementation schedule provisions, by adding Section 155.2 to require bicycle parking in city-owned parking facilities and privately-owned parking garages and adding Section 155.3 to require shower and locker facilities in new buildings and buildings undergoing major renovations, and by making findings of consistency with the priority policies of Planning Code Section 101.1; and repealing Traffic Code Sections 97 and 99.
