Lack of adequate lighting infrastructure has contributed to a number of public safety problems including: car break-ins, illegal dumping, and graffiti. Additionally, the overlapping jurisdictions of local, State, and private entities that permit and install lighting leads to inefficient, confusing, and redundant processes for neighbors and my office who are looking to make improvements. What can you commit to doing as Mayor to prioritize and speed up the permitting, funding, and installation of new lighting infrastructure in these neighborhoods? Would you support efforts by the City to install lighting improvements on property that is owned by Caltrans (on and under the freeway overpasses) or on streets that are unaccepted? (Supervisor Cohen, District 10) Mayor Edwin Lee addressed the Board of Supervisors and discussed the above referenced question. Board of Supervisors Meeting Minutes 7/9/2013 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 130689 [Formal Policy Discussions - July 9, 2013] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall answer the following eligible questions submitted from Supervisor representing District 10. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed five minutes per Supervisor. 1. Mr. Mayor - I have been working with many neighbors on expanding and increasing the lighting infrastructure in District 10. District 10 has many rapidly changing neighborhoods. Areas that were once completely industrial in nature have been re-zoned to permit mixed uses including a significant increase in residential density. Many residential areas lie adjacent to dark freeway overpasses or next to streets that are not accepted by the City. You saw this first hand when we opened Progress Park over a year ago. While we have seen a significant increase in residential development, the City has not always kept pace with the changing infrastructure needs of these growing neighborhoods. Lack of adequate lighting infrastructure has contributed to a number of public safety problems including: car break-ins, illegal dumping, and graffiti. Additionally, the overlapping jurisdictions of local, State, and private entities that permit and install lighting leads to inefficient, confusing, and redundant processes for neighbors and my office who are looking to make improvements. What can you commit to doing as Mayor to prioritize and speed up the permitting, funding, and installation of new lighting infrastructure in these neighborhoods? Would you support efforts by the City to install lighting improvements on property that is owned by Caltrans (on and under the freeway overpasses) or on streets that are unaccepted? (Supervisor Cohen, District 10) Mayor Edwin Lee addressed the Board of Supervisors and discussed the above referenced question. Supervisor Avalos, seconded by Supervisor Campos, moved to allow an eligible Supervisor the opportunity to ask a question related to a sudden or unexpected incident or occurrence raising formal, time-sensitive policy questions that members could not have anticipated prior to the posting deadline. The motion passed by the following vote: Ayes: 11 - Avalos, Breed, Campos, Chiu, Cohen, Farrell, Kim, Mar, Tang, Wiener, Yee Pursuant to Administrative Code Section 2.11(3), Supervisor Kim posed the following question: Thank you for joining us, Mr. Mayor. ACCJC handed down their decision regarding City College of San Francisco’s accreditation on Wednesday afternoon and I want to acknowledge the collective concern amongst the Board of Supervisors regarding the future of the City College of San Francisco. Since the news was announced after our noon deadline to submit questions, the Board wanted the opportunity to discuss this matter today given its timeliness and the widespread anxiety amongst our constituents. In the past several days, many of our offices have fielded calls and emails expressing deep concern over the future of our public education institution. There are currently 34,560 students enrolled at City College, with almost 20% of undergraduate students transferring to four year colleges. There are concerns about solutions including the potential downsizing of City College and the selling-off of public assets—what is your position on these potential solutions? What reassurances can you give based on your ongoing coordination with the State Chancellor about maintaining the critical scope of educational services, such as classes for students pursuing their Associate’s Degree or transfer to four year college, vocational training programs, and ESL classes that this vital public education institution has provided to generations of San Franciscans?
