By Supervisor Medina, that City Attorney prepare legislation to amend the Police Code to replace the title of the permit known as "Cabaret License" with one that more accurately reflects the permit’s purpose. By Supervisor Medina, that letter be sent to the Chief of Police requesting a report on the number of Alcohol Beverage Control Inspectors currently working in San Francisco, the number of liquor licenses in San Francisco, and the number of Inspectors the Police Chief feels are needed to adequately monitor these licenses. By Supervisor Medina, that letter be sent to the Director of the Human Resources Department to inquire if the Human Resources Department has a strategy to assess the departmental needs for bilingual staffing. By Supervisor Medina, that letter be sent to the Director of the Human Resources Department to inquire whether the goals of the City’s Affirmative Action Plan have been met. By Supervisor Katz, that City Attorney and the Art Commission review the feasibility of a requirement that preference be given to local artists for art purchasing/acquisitions due to construction projects in the City and County of San Francisco. By Supervisor Katz, that letter of inquiry be sent to the Director of the Public Transportation Department regarding the feasibility of installing turnstile fare collection gates that accept dollar bills, in addition to exact change, for MUNI riders at all MUNI stations due to the constant lack of operational change machines in MUNI stations (change machines continually out of service) and/or the possibility of MUNI adding working change machines. By Supervisor Leal, that City Attorney prepare legislation amending Ordinance 138-95 which requires the reporting of departmental overtime expenditures which exceed 5 per cent of total budgeted straight-time wages or which reach $100,000 annually or more in overtime wages. The legislation shall address the following issues: 1) that Departmental reports be submitted to the Budget Analysts’s Office (with copies to the Board of Supervisors) on January 2 and May 1 of each year; 2) that reports include a) actual overtime expenditures vs. overtime budget for the previous fiscal year and b) year to date overtime expenditures and projections for the current fiscal year; 3) that the Budget Analyst’s Office be required to report to the Finance Committee and the full Board within thirty days of the above referenced departmental reporting dates and 4) that the Budget Analyst’s report shall include a) the Budget Analyst’s ability to receive information from various departments and b) the status of overtime expenditures based on the information submitted.
