The Minutes of the Board of Supervisors City and County of San Francisco JOURNAL OF PROCEEDINGS BOARD OF SUPERVISORS Monday, January 13, 1997 - 2:00 p.m. The Board of Supervisors of the City and County of San Francisco met in regular session on the above date with President Barbara Kaufman presiding. CALLING THE ROLL The meeting was called to order at 2:06 p.m. On call of the roll, the following Supervisors were noted present: Supervisors Bierman, Brown, Katz, Kaufman, Leal, Medina, Yaki, Yee - 8. Noted absent at first roll call: Supervisors Ammiano, Teng - 2. Quorum present. Supervisor Ammiano was noted present at 2:09 p.m. Supervisor Teng was noted present at 2:07 p.m. APPROVAL OF JOURNALS There being no errors, corrections or omissions, Supervisor Yaki, seconded by Supervisor Leal, moved that the Journals of Proceedings for Monday, October 28 and November 4, 1996 be approved. Presentation of Guests Suspension of the Rules Supervisor Yee introduced and welcomed Gary Woo, human rights activists from China who coordinated and participated in the first Asian Gay conference in South East Asia. Supervisor Yee, seconded by Supervisor Ammiano, moved to suspend Rule 4.25 of the Rules of Order of the Board of Supervisors to grant privilege of the floor to Mr. Woo. Motion to suspend the rules adopted by the following vote: Ayes: Supervisors Ammiano, Bierman, Brown, Katz, Kaufman, Leal, Medina, Teng, Yaki, Yee - 10. Mr. Woo expressed his appreciation of the support he has received from San Francisco and hopes to interact and work with individuals throughout the United States on common human rights issues regarding the plight of gays and lesbians with Asian backgrounds. COMMUNICATION The Clerk presented the following communication from his Honor Willie L. Brown, Jr., PROCLAMATION OF EMERGENCY WHEREAS, California Government Code section 8500 et seq., San Francisco Charter section 3.100 and Chapter 7 of the San Francisco Administrative Code empowers the Mayor to proclaim (subject to ratification by the Board of Supervisors) the existence of a local emergency when City and County is affected or threatened by a natural disaster or other local emergency posing conditions of extreme peril to life or property, and WHEREAS, conditions of extreme peril to the safety of persons and property have arisen within this City and County, including at which time the Board of Supervisors was not in session; and WHEREAS, the MAYOR does hereby find that the aforesaid conditions of extreme peril warrant and necessitate the proclamation of the existence of a local emergency; NOW THEREFORE, I Willie Lewis Brown, Jr., Mayor of the City and County of San Francisco, do hereby proclaim the existence of a local emergency within the City and County to be effective on January 8, 1996. It is further proclaimed and ordered that: Under the terms of this emergency, the government of the City and County of San Francisco is organized under the provisions of the Standardized Emergency Management System (SEMS), which system forms an essential part of the City's Emergency Plan. The head of each government department and agency will observe his/her proper relationship in the command structure outlined by that system and will be responsive to the orders and requests of the staff section chief designated to exercise staff supervision over his or her department. Because of the extreme peril to the residents of this City, the Governor of the State of California is hereby requested to include the City and County of San Francisco in an Emergency Declaration of the State and is further requested to ensure that the City and County is included in any emergency declaration that may be issued by the President of the United States. It is further proclaimed and ordered that this declaration of a local emergency shall be deemed to continue to exist until it is terminated by the Mayor or Board of Supervisors. All departments of the City and County of San Francisco are strictly enjoined to cooperate with the requests for material and personnel resources which may emanate from the Incident Command Staff of said City and County which is located in the Emergency Command Center of the City and County of San Francisco. By Supervisor Katz, that City Attorney prepare ordinance to amend Administrative Code Chapter 12B, Non-discrimination in Contracts and Chapter 12C, Non-discrimination in Property Contracts to include lessors as well as lessees and to amend Police Code Article 33 to prohibit discrimination based on marital status or domestic partner status and to prohibit differing treatment between individuals in relation to their domestic partners and individuals in relation to their spouses.
