JOURNAL OF PROCEEDINGS BOARD OF SUPERVISORS Monday, March 18 1996 - 2:00 p.m. The Board of Supervisors of the City and County of San Francisco met in regular session on the above date with President Kevin Shelley presiding. CALLING THE ROLL The meeting was called to order at 2:04 p.m. On call of the roll, the following Supervisors were noted present: Supervisors Alioto, Ammiano, Bierman, Hsieh, Kaufman, Kennedy, Migden, Shelley, Teng, Yaki - 10. APPROVAL OF JOURNALS There being no errors, corrections or omissions, Supervisor Kennedy, seconded by Supervisor Ammiano, moved that the Journals of Proceedings for Tuesday, February 20 and Monday, February 26, 1996, be approved. Presentation of Guests Supervisor Kennedy introduced and welcomed a group of Bayview Hunters Point residents who are participating in the Aboriginal Blackman Unlimited's construction skills training center program at the Hunters Point Shipyard. The Program is sponsored in part by the San Francisco Energy Company. Supervisor Ammiano introduced and welcomed a representative from our Sister City Esteli, Nicaragua. Speaking through an interpreter the high school teacher conveyed the message of continued focus on strengthening relationships between the cities and presented greetings from the Mayor of Esteli, Dr. Ulises Gonzalez. Appointment of President Pro Tempore At the request of the President, Supervisor Migden assumed the Chair for a brief period. The President resumed the Chair. CONSENT CALENDAR Recommendation of Rules Committee Finally Passed [Tour Bus Restrictions] Ordinance amending Police Code to prohibit tour buses on 15th Avenue from Lake Street to the Presidio; provisions of this ordinance shall expire on June 30, 1996. Any Supervisor may require these measures to go to committee unless a motion to suspend the rules is adopted by eight votes (or a unanimous vote if only six or seven members are present). An "aye" vote is (a) a vote in favor of suspending the rule requiring reference to committee, and (b) a vote in favor of adoption of the measures.
