By Supervisor Yaki, that City Attorney provide formal opinion on the impact of the Telecommunications Act of 1996 on San Francisco, specifically, whether the new law has any pre-emptive effect on San Francisco's ability to regulate the siting and emissions of cellular transmitters for personal communication systems.
