President Mandelman called the meeting to order at 2:02 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Chan, Chen, Dorsey, Mahmood, Mandelman, Melgar, Sauter, Sherrill, Walton, and Wong were noted present. Supervisor Fielder was noted not present. A quorum of the Board was present. President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to the Flag of the United States of America, pursuant to Board Rule 4.9. COMMUNICATIONS Angela Calvillo, Clerk of the Board, welcomed members of the public to attend Board meetings and provide comment in-person or view the meeting live on SFGovTV's award winning Cable Channel 26 or at www.sfgovtv.org. Board of Supervisors Meeting Minutes - Draft 4/14/2026 APPROVAL OF MEETING MINUTES President Mandelman inquired whether a Member of the Board had any corrections to the March 10, 2026, Regular Board Meeting, as presented. There were no corrections requested from any Member of the Board. Supervisor Sherrill, seconded by Supervisor Chen, moved to approve the March 10, 2026, Regular Board Meeting Minutes, as presented. The motion carried by the following vote, following general public comment: Ayes: 10 - Chan, Chen, Dorsey, Mahmood, Mandelman, Melgar, Sauter, Sherrill, Walton, Wong Excused: 1 - Fielder AGENDA CHANGES There were no agenda changes. SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 260386 [Formal Policy Discussions - April 14, 2026] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. The following topic was noticed on the agenda representing District 11: 1. Revenue Projections and Proposed Layoffs to City Workers Mayor Daniel Lurie addressed the Board of Supervisors regarding the finalization of the proposed annual budget, including changes made to address the deficit and the impacts of social service programs and subsidies. President Mandelman then invited Supervisor Chen to ask her question related to the noticed topic. Supervisor Chen began the discussion by asking the following question: We’re now projecting a 30% reduction in the deficit, along with a $120 million settlement from Airbnb. Given this improved fiscal outlook and the potential for up to $300 million in new revenue from Proposition D, why are you still pursuing $100 million in cuts to City workers? Mayor Lurie responded he never wants anyone to lose their jobs. Businesses are coming back, but the City is not out of the woods and the City’s deficit will rise to $1 billion if structural changes are not made. Supervisor Chen then followed up with the following question: What is the urgency to implement midyear cuts (layoffs) now, rather than allowing the Board to review the updated budget and consider whether cuts of this scale are necessary? Mayor Lurie responded these decisions are painful, but as the City looks at the budget deficit, with significant state and federal cuts anticipated, we must make changes and San Franciscans deserve to have a government that is responsible with the tax dollars to close the gap responsibly. Mayor Lurie did not ask any follow-up questions related to this topic. Following public comment this matter was filed. No further action was taken.
