260021 [Hearing - Appeal of Conditional Use Authorization De Facto Denial - 524-526
       Vallejo Street and 4-4A San Antonio Place]
            Hearing of persons interested in or objecting to the de facto denial of a Conditional Use Authorization
            pursuant to Planning Code, Sections 303 and 317, for a proposed project at 524-526 Vallejo Street
            and 4-4A San Antonio Place (Assessor’s Parcel Block No. 0132, Lot No. 009) identified in Planning
            Case No. 2024-011561CUA, to legalize the merger of three dwelling units on second and third floors
            into one dwelling unit and to reinstate one dwelling unit on the ground floor within an existing four-unit
            residential building located within RM-1 (Residential Mixed, Low Density) Zoning District, Telegraph
            Hill-North Beach Residential SUD (Special Use District), Priority Equity Geographies SUD, and 40-X
            Height and Bulk District. (District 3) (Appellants: Katelin Holloway and Ben Ramirez) (Filed January
            5, 2026) (Clerk of the Board)
            President Mandelman opened the public hearing and inquired as to whether any individual wished to
            address the Board. Katelin Holloway (Appellant) provided an overview of the appeal, responded to
            questions raised throughout the discussion, and further requested the Board to approve the appeal.
            Molly Jones; Yan Song; Jennifer; spoke in support of the appeal and in opposition to the decision.
            Xinyu Liang, Veronica Flores, and Kelly Wong (Planning Department); Matthew Greene (Department
            of Building Inspection); Brad Russi (Office of the City Attorney); provided an overview of the decision
            of the Planning Commission and responded to questions raised throughout the discussion. Stephen
            Torres; Sarah “Fred” Sherburn-Zimmer (Housing Rights Committee); Magick Altman; Theresa
            Flandrick; Lance Carnes; Jerry Dratler; Speaker; Georgia Schuttish; Jeantelle Laberinto; Peter
            Stevens; Meg Heisler; Mitchell Olmerberg; Romalyn Schmaltz; Speaker; Gen Fujioka; spoke in
            support of the decision and in opposition to the appeal. Katelin Holloway and Stephen Sutro
            (Appellant) provided a rebuttal and further requested the Board to approve the appeal. There were no
            other speakers. President Mandelman closed public comment and declared the public hearing heard
            and filed.

            Supervisor Melgar requested the questions be DIVIDED, pursuant to Board Rule 5.30, to consider
            File No. 260024 separately, prior to considering File Nos. 260022 and 260023, which were called
            together for consideration.
