            Sponsors: Mayor; Mandelman, Sherrill, Sauter, Dorsey and Wong
            Ordinance approving the Police Surveillance Technology Policy for electronic location tracking
            devices and making required findings.
            (Supervisor Walton voted No on First Reading.)
            Privilege of the floor was granted unanimously to Carl Nicita (San Francisco Police Department) who
            responded to questions raised throughout the discussion.
            Supervisor Walton, seconded by Supervisor Fielder, moved that this Ordinance be CONTINUED ON
            FIRST READING to the Board of Supervisors meeting of March 24, 2026. The motion carried by the
            following vote:

SPECIAL ORDER 2:30 P.M. - Recognition of Commendations
            Without objection, Rule 5.36 of the Rules of Order for the Board of Supervisors was suspended to
            grant privilege of the floor to the following guest(s).


            Supervisor Walton introduced, welcomed, and presented a Certificate of Honor to Jessica Campos in
            honor of Women’s History Month and in recognition of her accomplishments as a public servant and
            efforts advocating for families, youth and early childcare.

            Supervisor Sherrill introduced, welcomed, and presented a Certificate of Honor to Danielle Bourhis in
            honor of Women’s History Month and in recognition of her accomplishments and contributions as a
            leader of the Sacramento Street Merchants.

            Supervisor Sauter introduced, welcomed, and presented a Certificate of Honor to Saints Peter and
            Paul Catholic Church, accepted by Principal Lisa Harris, in honor of the church building’s 100th Year
            Anniversary and in recognition of their support and guidance through love and faith.

            Supervisor Wong introduced, welcomed, and presented a Certificate of Honor to Maria Luz Torre
            (Parent Voices SF / Children’s Council) on the occasion of Parent Voices SF’s 30th Anniversary and
            in recognition of her accomplishments and advocacy for families and children. Mary Ignatius,
            Executive Director (Parent Voices California), provided additional commending remarks. Supervisors
            Melgar and Chen shared in this commendation.

            Supervisor Mahmood introduced, welcomed, and presented a Certificate of Honor to Michael Vuong
            (Tenderloin Boys and Girls Club) on the occasion of his departure from the Boys and Girls Club after
            15 years of dedicated service and in recognition of his accomplishments supporting the youth and
            families of San Francisco and advocating for youth development.

            Supervisor Chen introduced, welcomed, and presented a Certificate of Honor to Geri Almanza
            (United Educators on San Francisco) in honor of Women’s History Month and in recognition of her
            accomplishments as a teacher and advocate for the youth of San Francisco. Supervisors Melgar,
            Walton, and Fielder shared in this commendation.
