SPECIAL ORDER 2:30 P.M. - Recognition of Commendations
            Without objection, Rule 5.36 of the Rules of Order for the Board of Supervisors was suspended to
            grant privilege of the floor to the following guest(s).


            Supervisor Sherrill introduced, welcomed, and presented a Certificate of Honor to the Animal Care
            and Control Officers that were part of the Mountain Lion saga earlier this month, including Officer
            Peter Quirke, Officer McKenna Tumath, Lt. Stephanie Ryder, Lt. Jason Kent, Captain Rebecca
            Fenson, and Deputy Director Amy Corso, in recognition of their heroic efforts tracking and humanely
            capturing the Mountain Lion that was loose in San Francisco.

            Supervisor Walton introduced, welcomed, and presented a Certificate of Honor to Chablis Scott in
            honor of Black History Month and in recognition of her many accomplishments as a community
            leader and advocate.



SPECIAL ORDER 3:00 P.M.
            President Mandelman requested File Nos. 251094, 251095, 251096, 251097, 251098, 251159,
            251160, and 251161 be called together. During the discussion, privilege of the floor was granted
            unanimously to Brad Russi (Office of the City Attorney) who responded to questions raised.


251094 [Hearing - Appeal of Determination of Exemption from Environmental Review -
       Proposed 350 Amber Drive Project]
            Hearing of persons interested in or objecting to the determination of exemption from environmental
            review under the California Environmental Quality Act issued as a Categorical Exemption by the
            Planning Department on May 29, 2025, for the proposed project at 350 Amber Drive, Assessor’s
            Parcel Block No. 7521, Lot No. 005, which proposes to install a new AT&T Macro Wireless
            Telecommunications Facility on an approximately 104 foot tall monopole, consisting of 12 new
            antennas, and nine new remote radio units and ancillary equipment within the P (Public) Zoning
            District and OS (Open Space) Height and Bulk District. (District 8) (Appellant: Mitchell M. Tsai of
            Mitchell M. Tsai Law Firm on behalf of the Diamond Heights Community Association) (Filed October
            27, 2025) (Clerk of the Board)
            President Mandelman opened the public hearing and inquired as to whether any individual wished to
            address the Board. Catherine Dodd (Appellant) provided an overview of the appeal, responded to
            questions raised throughout the discussion, and further requested the Board to approve the appeal.

            Wolfred; Dr. Candace Low; Maggie Hoppe; Leslie Tadayadaya; Jay Wagner; Betty Peskin; Shayna;
            Robert Oren; Joe Pruger; Bart Fischer; Elena Ponzi; Thea Selby; Jen Williams; spoke in support of
            the appeal and in opposition to the project. Josh Pollack, Elizabeth Gordon-Jonckheer, Audrey
            Merlone, and Sylvia Jimenez (Planning Department) provided an overview of the decision of the
            Planning Department and responded to questions raised throughout the discussion. Cammy
            Blackstone and Amanda Monchamp (Project Sponsor) provided an overview of the project,
            responded to questions raised throughout the discussion, and further requested the Board to uphold
            the decision of the Planning Department. Kristine Mercado; Speaker; Maya Waltman; Nicasio
            Suarez; Speaker; spoke in support of the project and in opposition to the appeal. Catherine Dodd
            (Appellant) provided a rebuttal and further requested the Board to approve the appeal. There were no
            other speakers. President Mandelman closed public comment and declared the public hearing heard
            and filed.
