            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, February 10, 2026, with President Rafael Mandelman presiding.

            President Mandelman called the meeting to order at 2:02 p.m.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Chan, Chen, Dorsey, Fielder, Mahmood, Mandelman, Melgar,
            Sauter, Sherrill, Walton, and Wong were noted present.

            All Members were present.


            President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush
            Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule
            4.7.1.

            President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to
            the Flag of the United States of America, pursuant to Board Rule 4.9.

            Angela Calvillo, Clerk of the Board, welcomed members of the public to attend Board meetings and
            provide comment in-person or view the meeting live on SFGovTV's award winning Cable Channel

            There were no questions submitted by the eligible Supervisors representing Districts 1, 2, 3 or 4.
            Mayor Daniel Lurie addressed the Board of Supervisors regarding the San Francisco Unified School
            District Teachers Strike and provided resources for families and kids that are affected, and reviewed
            the hundreds of events that occurred around the Super Bowl over the last few weeks and thanked the
            various public safety and community organizations that assisted. Following public comment this
            matter was filed. No further action was taken.

            Commission found that the Project is consistent with the General Plan, and the eight priority policy

            Board has reviewed and considered the Conditional Use Authorization, the appeal letters, the other

            Project sponsor shall request that the Fire Department inspect the Project prior to completion and shall
            complete any reasonable fire safety-related recommendations of the Fire Department. The Project,
            including power source and cooling facility, shall be operated at all times within state and local fire
            codes, including the specific requirements for cellular antenna sites and placement of diesel
            generators. Operational procedures are to be monitored ongoing at the facility as required by the San
            Francisco Fire and Building Departments. The Project sponsor shall hire an ISA Certified Arborist who
            is also a Registered Consulting Arborist with the American Society of Consulting Arborists, to prepare a
            tree protection plan detailing best management practices and protective measures to maintain the
            viability of the existing trees located at 350 Amber Drive. The tree protection plan shall require the
            Project sponsor to plant three trees for any tree that is required to be removed to complete the Project.
            The completed tree protection plan shall be prepared prior to the Department of Building Inspection’s
            review of the site permit. Tree protection and risk notes, specifications, and construction details shall
            be provided to the project’s construction manager, general contractor, and sub-contractors and the
            selected Arborist shall prepare a schedule of site visits to monitor construction activities and perform
            post-completion inspections. The Project, including power source and cooling facility, shall be operated
            at all times within the limits of the San Francisco Noise Control Ordinance. The Project, including power
            source and any heating/cooling facility, shall not be operated so as to cause the generation of heat that
            adversely affects a building occupant. FURTHER MOVED, That the disapproval of the Conditional Use
            Authorization and the approval of the Conditional Use Authorization with different conditions are all
            subject to the adoption of written findings of the Board in support of this determination.’ The motion
