Board of Supervisors Meeting Minutes 12/16/2025 Members Present: Connie Chan, Chyanne Chen, Matt Dorsey, Jackie Fielder, Bilal Mahmood, Rafael Mandelman, Myrna Melgar, Danny Sauter, Stephen Sherrill, Shamann Walton, and Alan Wong The Board of Supervisors of the City and County of San Francisco met in regular session on Tuesday, December 16, 2025, with President Rafael Mandelman presiding. President Mandelman called the meeting to order at 2:03 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Chan, Chen, Dorsey, Fielder, Mahmood, Mandelman, Melgar, Sauter, Sherrill, Walton, and Wong were noted present. All Members were present. President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to the Flag of the United States of America, pursuant to Board Rule 4.9. COMMUNICATIONS Angela Calvillo, Clerk of the Board, welcomed members of the public to attend Board meetings and provide comment in-person or view the meeting live on SFGovTV's award winning Cable Channel 26 or at www.sfgovtv.org. SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 251235 [Formal Policy Discussions - December 16, 2025] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. The following topic was noticed on the agenda representing District 5: 1. Fentanyl State of Emergency Ordinance Mayor Daniel Lurie addressed the Board of Supervisors regarding the work done over the last year and thanked the individual Members of the Board for their collaboration on various policies and programs effectuated. President Mandelman then invited Supervisor Mahmood to ask his question related to the noticed topic. Supervisor Mahmood began the discussions by asking the following question: What specific resources, tools, contracts, etc., have been used under the Fentanyl State of Emergency Ordinance to address the fentanyl crisis over the last year? Mayor Lurie responded resources have been unlocked through this Ordinance to get fentanyl off San Francisco streets by supporting certain initiatives, executing contracts to provide services, advancing supportive housing projects, opening mental health and substance abuse recovery beds, executing grants to fund critical programs, and bringing on consultants to accelerate hiring of police officers. Supervisor Mahmood then followed up with the following question: The Board of Supervisors adopted a Resolution in support of Drug Market Intervention earlier this year, will you sign on to support this Drug Market Intervention approach as well? Mayor Lurie responded he will support all actions to further this initiative. Mayor Lurie did not ask any follow-up questions related to this topic. Following public comment this matter was filed.
