            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, December 2, 2025, with President Rafael Mandelman presiding.

            President Mandelman called the meeting to order at 2:02 p.m.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Chan, Chen, Dorsey, Fielder, Mahmood, Mandelman, Melgar,
            Sauter, Sherrill, Walton, and Wong were noted present.

            All Members were present.

            President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush
            Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule
            4.7.1.

            President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to
            the Flag of the United States of America, pursuant to Board Rule 4.9.



COMMUNICATIONS
            Alisa Somera, Legislative Deputy Director, informed the Board that the Clerk of the Board received a
            communication from the Honorable Mayor Daniel Lurie, dated December 1, 2025, announcing his
            appointment of Alan Wong to fill the vacancy in District 4. Supervisor Wong has taken the oath of
            office, is covered under the bonding credentials, and is now a Member of the Board of Supervisors.

            Deputy Somera further welcomed members of the public to attend Board meetings and provide
            comment in-person or view the meeting live on SFGovTV's award winning Cable Channel 26 or at
            www.sfgovtv.org. Those requiring interpretation services, pursuant to Administrative Code, Section
            91.7, and those requiring an Americans with Disabilities (ADA) accommodation should contact the
            Office of the Clerk of the Board at least two business days in advance of the meeting.

APPROVAL OF MEETING MINUTES
            President Mandelman inquired whether a Member of the Board had any corrections to the October
            28, 2025, Regular Board Meeting Minutes, or the October 20, 2025, Special Meeting Minutes at the
            Land Use and Transportation Committee Meeting, which constituted a quorum of the Board of
            Supervisors, as presented. There were no corrections requested from any Member of the Board.
            Supervisor Chen, seconded by Supervisor Walton, moved to approve the October 28, 2025, Regular
            Board Meeting Minutes, and the October 20, 2025, Special Meeting Minutes at the Land Use and
            Transportation Committee Meeting, which constituted a quorum of the Board of Supervisors, as
            presented. The motion carried by the following vote, following general public comment:

            Chinese Hospital in recognition of her accomplishments, her continued community support, and her
            decades of dedicated patient care and invaluable medical knowledge. Supervisor Chen also
            expressed gratitude for Dr. Zhang’s steadfast service within the medical facility and her extraordinary
            work during the pandemic. Supervisors Sauter, Walton, Dorsey, Chan, and Mandelman joined in the
            commendation. Former Mayor Willie Brown was allowed privilege of the floor to provide additional
            commending remarks.

            Supervisor Matt Dorsey introduced, welcomed, and presented a Certificate of Honor to Mark Mazza
            of the Department of Emergency Management in recognition of his continued community support to

            District, 2) modify height and bulk limits to provide for additional capacity in well-resourced
            neighborhoods, and to allow additional height and bulk for projects using the local bonus program, 3)
            require only buildings taller than 85 feet in certain Districts to reduce ground level wind currents, 4)
            make conforming changes to the RH (Residential, House), RM (Residential, Mixed), and RC
            (Residential-Commercial) District zoning tables to reflect the changes to density controls, and
            parking requirements made in this Ordinance, 5) create the RTO-C (Residential Transit
            Oriented-Commercial) District, 6) implement the Metropolitan Transportation Commission’s
            Transit-Oriented Communities Policy by making changes to parking requirements, minimum
            residential densities, and minimum office intensities, and requiring maximum dwelling unit sizes, 7)
