Board of Supervisors Meeting Minutes 11/10/2025 Members Present: Beya Alcaraz, Connie Chan, Chyanne Chen, Matt Dorsey, Jackie Fielder, Bilal Mahmood, Rafael Mandelman, Myrna Melgar, Danny Sauter, Stephen Sherrill, and Shamann Walton The Board of Supervisors of the City and County of San Francisco met in special session on Tuesday, November 10, 2025, with President Rafael Mandelman presiding. President Mandelman called the meeting to order at 10:02 a.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Alcaraz, Chan, Chen, Dorsey, Fielder, Mahmood, Mandelman, Melgar, Sauter, Sherrill, and Walton were noted present. All Members were present. President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to the Flag of the United States of America, pursuant to Board Rule 4.9. COMMUNICATIONS Angela Calvillo, Clerk of the Board, informed the Board that she was in receipt of a communication from Mayor Daniel Lurie, dated November 6, 2025, appointing Beya Alcaraz for the remainder of the term on the Board of Supervisors representing District 4. Supervisor Alcaraz has taken the Oath of Office and has been included and covered under the Bonding credentials. Clerk Calvillo further welcomed members of the public to attend Board meetings and provide comment in-person or view the meeting live on SFGovTV's award winning Cable Channel 26 or at www.sfgovtv.org. Those requiring interpretation services, pursuant to Administrative Code, Section 91.7, and those requiring an Americans with Disabilities (ADA) accommodation should contact the Office of the Clerk of the Board at least two business days in advance of the meeting. Board of Supervisors Meeting Minutes 11/10/2025 REGULAR AGENDA UNFINISHED BUSINESS Referred to the Board of Supervisors 251079 [Appropriation - State and Federal Revenue Risk Reserve - Human Services Agency - CalFresh (SNAP) Benefits Backfill - $9,100,000 - FY2025-2026] Sponsors: Mayor; Mandelman, Chan, Melgar, Chen, Fielder, Walton, Mahmood, Sherrill, Dorsey, Sauter and Alcaraz Ordinance appropriating $9,100,000 from the State and Federal Revenue Risk Reserve to the Human Services Agency (HSA) for CalFresh (SNAP) Benefits Backfill in Fiscal Year (FY) 2025-2026. Supervisor Alcaraz requested to be added as a co-sponsor. President Mandelman opened public comment and inquired as to whether any member of the public wished to address the Board relating to the Appropriation Ordinance for the CalFresh (SNAP) Benefits Backfill (File No. 251079). There were no speakers. The President declared public comment closed. Ordinance No. 216-25 FINALLY PASSED by the following vote: Ayes: 11 - Alcaraz, Chan, Chen, Dorsey, Fielder, Mahmood, Mandelman, Melgar, Sauter, Sherrill, Walton ADJOURNMENT There being no further business, the Board adjourned at the hour of 10:07 a.m. N.B.
