            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, October 21, 2025, with President Rafael Mandelman presiding.

            President Mandelman called the meeting to order at 2:03 p.m.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Chan, Chen, Dorsey, Fielder, Mahmood, Mandelman, Melgar,
            Sauter, Sherrill, and Walton were noted present.

            (Clerk's Note: Due to the September 16, 2025, Recall Election results, the District 4 seat is vacant.)

            All Members were present.


            President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush
            Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule
            4.7.1.

            President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to
            the Flag of the United States of America, pursuant to Board Rule 4.9.

            President Mandelman inquired whether a Member of the Board had any corrections to the
            September 9, 2025, and September 16, 2025, Regular Board Meeting Minutes, as presented. There
            were no corrections requested from any Member of the Board.

SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board

250998 [Formal Policy Discussions - October 21, 2025]
            Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor
            shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board
            initially for up to five minutes. Discussion shall not exceed two minutes per question or answer.

            The following topic was noticed on the agenda representing District 11:

            1. Recruitment and retention practices for Police Department to increase language, ethnic, and
            gender diversity
            Mayor Daniel Lurie addressed the Board of Supervisors regarding keeping San Francisco safe while
            upholding our values and laws, including the lowest crime rates, dismantling open air drug markets,
            supporting immigrant and LGBTQ+ communities, and the Family Zoning Plan process currently
            underway. President Mandelman then invited Supervisor Chen to ask her question related to the
            noticed topic.

            Supervisor Chen began the discussion by asking the following question: Will you commit to
            immediately implementing programs that have been successful in other counties and cities to recruit
            and retain female officers, officers of color, and officers with language competence? Mayor Lurie
            responded that the City has a clear and immediate plan to restore our public safety forces, including
            ensuring recruits reflect the communities they serve and that the officers have the resources they
            need. These efforts have resulted in the number of entry level applications increasing by 40%.

            Supervisor Chen then followed up with the following question: Can you please specify the kind of
            programming that your department is considering to help build in cultural competency including
            training, awareness, and protocols around sensitive issues, especially those relating to United States
            Immigration and Customs Enforcement and Sanctuary City status? Mayor Lurie responded that the
            Police Department does extensive outreach to recruit those who best identify with the communities
            they serve, including multilingual notices, the strengthening of family support policies, merit-based
            systems, training smarter, and serving communities through integrity. Mayor Lurie did not ask any
            follow-up questions related to this topic.

            Supervisor Fielder requested the Board provide her with the opportunity to ask a question not
            submitted for today’s agenda, pursuant to Administrative Code, Section 2.11.

            Supervisor Fielder, seconded by Supervisor Mahmood, moved to allow the District 9 Supervisor to
            ask her question to Mayor Lurie. The motion carried by the following vote:

            Supervisor Fielder asked the following question: What is your administration doing in the coming
            days and weeks – more specifically, what direction has he given to relevant governmental units and
            departments in the executive branch in the City and County – to prepare our City in protecting the
            civil liberties and rights of our residents and, especially, immigrants and people of color in the event
            that Donald Trump sends militarized forces, including the National Guard, to San Francisco? Mayor
            Lurie responded that keeping San Francisco safe is his number one priority and that he has been
            coordinating with a policy group to ensure this occurs. The Police Department already prohibits local
            officers from participating in military operations in San Francisco and he is fully committed to
            upholding City policies and working with the Board of Supervisors.
