            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, July 8, 2025, with President Rafael Mandelman presiding.

            President Mandelman called the meeting to order at 2:02 p.m.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Chan, Chen, Dorsey, Engardio, Fielder, Mahmood, Mandelman,
            Melgar, Sauter, Sherrill, and Walton were noted present.

            All Members were present.


            President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush
            Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule
            4.7.1.

            President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to
            the Flag of the United States of America, pursuant to Board Rule 4.9.



COMMUNICATIONS
            Angela Calvillo, Clerk of the Board, welcomed members of the public to attend Board meetings and
            provide comment in-person or view the meeting live on SFGovTV's award winning Cable Channel
            26 or at www.sfgovtv.org. Those requiring interpretation services should contact the Office of the
            Clerk of the Board at least two business days in advance of the meeting, pursuant to Administrative
            Code, Section 91.7.

            President Mandelman inquired whether a Member of the Board had any corrections to the
            June 3, 2025, Regular Board Meeting Minutes, as presented. There were no corrections requested
            from any Member of the Board.

            There were no questions submitted from the eligible Supervisors representing Districts 1, 2, 3, or 4.
            Mayor Daniel Lurie addressed the Board of Supervisors regarding his first six months in office,
            including addressing the homelessness and housing crises, collaborative efforts with the Members,
            proposed legislation, street improvements, options for recreational vehicle encampments, public
            safety, clean streets, and family rezoning plan. Following public comment this matter was filed. No
            further action was taken.

            President Mandelman opened the public hearing and inquired as to whether any member of the
            public wished to address the Committee of the Whole relating to the renewal and expansion of the
            Ocean Avenue Community Benefit District (File Nos. 250371 and 250370). Jackie Hazelwood
            (Mayor's Office of Economic and Workforce Development) and Christian Martin (Ocean Avenue
            Association) provided an overview of the proposed community benefit district and responded to
            questions raised throughout the discussion. Kate Favetti; Speaker; Sala-Haquekyah Chandler; Andre
            Malone; Denise Burns; Deborah Mitchell; Sandy Flandell; Kath Tsakalakis; Howard Chung; Henry
            Cavain; Tiffany Tsing; Otto Duffy; spoke in support of the community benefit district. Speaker;
            spoke in opposition to the community benefit district. Speaker; Rosa; spoke on various concerns
            relating to the community benefit district. There were no other speakers. The President declared
            public comment closed, adjourned as the Committee of the Whole, and reconvened as the Board of
            Supervisors.

            Resolution to establish the property-based business improvement district known as the “Ocean
            Avenue Community Benefit District,” ordering the levy and collection of assessments against
            property located in that district for 15 years commencing with Fiscal Year 2025-2026, subject to
            conditions as specified, and making environmental findings.

            indicating there was no majority protest.
