            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, July 1, 2025, with President Rafael Mandelman presiding.

            President Mandelman called the meeting to order at 2:02 p.m.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Chan, Chen, Dorsey, Engardio, Fielder, Mahmood, Mandelman,
            Melgar, Sauter, Sherrill, and Walton were noted present.

            All Members were present.


            President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush
            Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule
            4.7.1.

            President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to
            the Flag of the United States of America, pursuant to Board Rule 4.9.

            Angela Calvillo, Clerk of the Board, welcomed members of the public to attend Board meetings and
            provide comment in-person or view the meeting live on SFGovTV's award winning Cable Channel

SPECIAL ORDER 2:30 P.M. - Recognition of Commendations
            Without objection, Rule 5.36 of the Rules of the Board of Supervisors was suspended to grant
            privilege of the floor to the following guest(s).


            Supervisor Walton introduced, welcomed, and presented a Certificate of Honor to Diane Gray,
            co-founder of 100% College Prep Institute for serving more than 20 years supporting youth and
            helping them achieve academically and socially to their full potential and her recent retirement. As a
            co-founder of 100% College Prep Institute she has helped a great number of post-secondary
            students through scholarship assistance, college test workshops, and college application
            assistance.

            Supervisor Sauter introduced, welcomed, and presented a Certificate of Honor to Scott Taylor of
            Cinch Saloon in recognition of his continued community support and recent ownership saving the
            oldest queer bar, Cinch Saloon. Scott brings over two decades of hospitality experience and was
            honored for protecting this living piece of queer history.

            Supervisor Dorsey introduced, welcomed, and presented a Certificate of Honor to Kimiko Burton of
            the Office of the City Attorney in recognition of her groundbreaking accomplishments serving as the
            first female public defender and leading the Children and Family Services Team and Dependency
            and Mental Health Team with the Office of the City Attorney. She has been a powerful force for
            equity fighting for the most disadvantaged. President Mandelman noted the presence of her father
            former Chair of the California Democratic Party, former member of the California State Senate,
            two-time member of the California State Assembly, and former member of the U.S. House of
            Representatives, John Burton. President Mandelman also acknowledged the presence of former
            Board President Aaron Peskin, as well as former Assemblyman, former Board President, and
            current City Attorney David Chui, who all shared the accolades.

            Supervisor Fielder introduced, welcomed, and presented a Certificate of Honor to Charlie and Krissy
            Harb of Charlie’s Café honoring locally owned business that are beloved for their quality of food and
            reflect the character of their community. They’ve been in operation for 24 years and have served
            hundreds in Bernal Heights.

            Supervisor Mandelman introduced, welcomed, and presented a Certificate of Honor to Debbi Lerman
            of the Human Services Network in recognition of her accomplishments on her recent retirement and
            for her great work to better the lives of San Franciscans overseeing nonprofit programs that provide
            social services in the City. Lerman led eighty nonprofits and advocated fair funding and helped shape
            the value of economic justice.

            amended, authorizing the execution and delivery of a multifamily housing revenue note in one or more
            series in an aggregate principal amount not to exceed $76,000,000 for the purpose of providing
            financing for the construction of a 89-unit (including one manager unit) multifamily rental housing
            project located at 65 Santos Street, known as “Sunnydale HOPE SF Block 7”; approving the form of
            and authorizing the execution of a funding loan agreement, providing the terms and conditions of the
            loan from the funding lender to the City, and the execution and delivery of the note; approving the
            form of and authorizing the execution of a borrower loan agreement providing the terms and
            conditions of the loan from the City to the borrower; approving the form of and authorizing the

PUBLIC COMMENT
            Speaker; shared various comments on the bombings in Iran and the additional traffic lights added
            throughout the City.
            Peter Alexander; spoke on varying thoughts on whistleblowers, treaties between the United States
            and nations overseas, as well as his love for Bob Dylan and Tupac Shakur.
            Jeffrey; shared stories with interactions with City staff.
            Lea McGeever; spoke on trans people, LGBTQ rights, and the Pride ceremony.
            Speaker; spoke on tenant protection rights and concerns for those exploiting laws for longtime
            residents.
            Anne Bremont; expressed her concern for renter rights and urged the Board to look into local laws
            that protect renters from disruptive behaviors from fellow tenants.
            Mark Soloman; conveyed deep concern for the safety of children near high crime areas.
            Richard Peterson; shared concerns for renter rights.
            Speaker; voiced various thoughts on Ocean Beach and the former Playland at the Beach.
