President Mandelman called the meeting to order at 2:03 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Chan, Chen, Dorsey, Engardio, Mahmood, Mandelman, Melgar, Sauter, Sherrill, and Walton were noted present. Supervisor Fielder was noted not present. A quorum of the Board was present. President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to the Flag of the United States of America, pursuant to Board Rule 4.9. Board of Supervisors Meeting Minutes 6/10/2025 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 250643 [Formal Policy Discussions - June 10, 2025] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. The following two topics were noticed on the agenda representing Districts 10 and 11: 1. Shelters (District 10) 2. Centering community needs in capital investment projects (District 11) Mayor Daniel Lurie addressed the Board of Supervisors regarding the immigration actions currently underway and the fear they are instilling, including local law enforcement policy to not get involved in immigration issues, the coordination between various entities, and his commitment to keeping San Francisco safe. Mayor Lurie further spoke on new legislation he will be introducing to tackle homelessness with both action and compassion, which includes parking limits, the expansion of outreach for housing and services, and the restoration of public spaces. Supervisor Walton began the discussion by asking the following question: Will you continue to unilaterally make decisions about homelessness in communities that are already stressed? Mayor Lurie responded that certain types of shelters are needed for the different communities. The proposed expansion will add 80 beds and bring critical services for seniors to the shelters. His team is working to upgrade safety around the area and has provided a phone number for complaints, but no complaint has been received so far. Supervisor Walton then followed up with the following question: Will you continue to unilaterally make decisions about homelessness in communities that are already stressed? Mayor Lurie responded he will continue to work to put the right shelters in the right areas and will continue to work with on addressing the issues on the community. Mayor Lurie did not ask any follow-up questions related to this topic. Supervisor Chen began the discussion by asking the following question: What processes are your office implementing to ensure that major capital investments that are currently underway in historically neglected parts of the city are responsive to community needs and priorities? Specifically, what are you doing to make sure that neighborhood needs are being identified and addressed in the Giants Crocker Amazon Renovation, Ingleside Police Station, Oceanview Library, and other major public-private capital projects? Mayor Lurie responded that the subject infrastructure serves the entirety of the City and the projects reflect the needs of that community. Ultimately capital projects are not about infrastructure, but about the community needs. Supervisor Chen then followed up with the following question: Can I have your commitment that you will prioritize working together with me to be in District 11 talking to constituents about these major investments that will impact future generations? Mayor Lurie responded he will continue to work with her to address the needs of the community and major investments are a part of that.
