Board of Supervisors Meeting Minutes 3/11/2025 Members Present: Connie Chan, Chyanne Chen, Matt Dorsey, Joel Engardio, Jackie Fielder, Bilal Mahmood, Rafael Mandelman, Myrna Melgar, Danny Sauter, Stephen Sherrill, and Shamann Walton The Board of Supervisors of the City and County of San Francisco met in regular session on Tuesday, March 11, 2025, with President Rafael Mandelman presiding. President Mandelman called the meeting to order at 2:00 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Chan, Chen, Dorsey, Engardio, Fielder, Mahmood, Mandelman, Melgar, Sauter, Sherrill, and Walton were noted present. All Members were present. President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to the Flag of the United States of America, pursuant to Board Rule 4.9. COMMUNICATIONS Angela Calvillo, Clerk of the Board, welcomed members of the public to attend Board meetings and provide comment in-person or view the meeting live on SFGovTV's award winning Cable Channel 26 or at www.sfgovtv.org. Those requiring interpretation services should contact the Office of the Clerk of the Board at least two business days in advance of the meeting, pursuant to Administrative Code, Section 91.7. (Written comments may be submitted through email (bos@sfgov.org) or the U.S. Postal Service at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.) Clerk Calvillo informed the Board that an Americans with Disabilities Act (ADA) request for accommodations was received to allow a member of the public to provide public comment at the beginning of Public Comment (see Public Comment on Page 11). APPROVAL OF MEETING MINUTES President Mandelman inquired whether a Member of the Board had any corrections to the February 4, 2025, Regular Board Meeting Minutes, as presented. There were no corrections requested from any Member of the Board. SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 250221 [Formal Policy Discussions - March 11, 2025] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. The following topic was noticed on the agenda representing District 9: 1. Displacement effects into the Mission and the comprehensive strategy to address the drug crisis. Mayor Daniel Lurie addressed the Board of Supervisors regarding an upcoming trip of senior City officials he has delegated to lobby Washington D.C. for federal funding and partnerships around San Francisco's core initiatives and essential services. Mayor Lurie then discussed the above referenced topic submitted by the District 9 Supervisor. Supervisor Fielder began the discussions by asking the following question: Regarding public drug use and our addiction crisis, how is your administration defining the success of these enforcement actions and do you think they have been successful? Mayor Lurie responded that he measures success by how the residents and business owners feel, such as whether residents feel they can safely walk clean streets or small business owners are confident they can run their businesses day and night. The Mayor then spoke on the various operations currently underway to help those with addiction issues get treatment and into housing. Supervisor Fielder then followed up with the following question: Would your administration commit to equally prioritizing the other pillars in the successful Four Pillars Model to provide a unified strategy and a lasting solution to our City's fentanyl crisis? Mayor Lurie responded at the heart of his administration's strategy is the goal to get people into treatment and the care they need, including his direction to the new Department of Public Health Director to add more shelter beds and hire more essential health workers to provide services to those on the pathway to recovery. Mayor Lurie indicated he is working to build a safer community by taking a sustainable approach. Mayor Lurie did not ask any follow-up questions related to this topic.
