Board of Supervisors Meeting Minutes 1/8/2025 Members Present: Connie Chan, Chyanne Chen, Matt Dorsey, Joel Engardio, Jackie Fielder, Bilal Mahmood, Rafael Mandelman, Myrna Melgar, Danny Sauter, Stephen Sherrill, and Shamann Walton The Board of Supervisors of the City and County of San Francisco met for the inaugural meeting on Wednesday, January 8, 2025, with Angela Calvillo, Clerk of the Board, calling the meeting to order. Clerk Calvillo called the meeting to order at 2:09 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE TO THE FLAG On the call of the roll, Supervisors Chan, Chen, Dorsey, Engardio, Fielder, Mahmood, Mandelman, Melgar, Sauter, Sherrill, and Walton were noted present. All Members of the Board were present. Clerk Calvillo led the Members of the Board and the audience in the Pledge of Allegiance to the Flag of the United States of America, pursuant to Board Rule 4.9. COMMUNICATION OF THE CREDENTIALS Clerk Calvillo reported that she was in receipt of a communication from the Department of Elections, certifying the candidates for the Office of the Members of the Board of Supervisors who received a majority of votes cast at the election held on November 5, 2024, and have been declared elected to that office, namely: District 1 - Connie Chan District 3 - Danny Sauter District 5 - Bilal Mahmood District 7 - Myrna Melgar District 9 - Jackie Fielder District 11 - Chyanne Chen Clerk Calvillo informed the Board Members that she had received a communication from the Controller confirming that certification of surety bond requirements were established for all newly elected and appointed Board Members, pursuant to Administrative Code, Article IX, Section 16.122(a)(e). Finally, Clerk Calvillo stated that today’s meeting started at 2:00 p.m. to allow the Members of the Board to attend the Mayor’s Inauguration. As of 12:00 noon on January 8, 2025, there were no vacancies in the District offices as each newly elected and appointed Members of the Board were sworn in prior to 12:00 noon today and the Oaths recorded by County Clerk, Diane Rea. All three branches of coequal government have been invited to today’s Inaugural Meeting to highlight the respect and value of this system of government established in the United States Constitution. Board of Supervisors Meeting Minutes 1/8/2025 ADMINISTRATION OF THE CEREMONIAL OATH OF OFFICE Clerk Calvillo introduced the Honorable Presiding Judge Rochelle C. East, Superior Court of California, County of San Francisco. Presiding Judge East requested the newly elected and appointed Members of the Board to stand; whereupon Presiding Judge East administered the Oath of Office. NOMINATIONS FOR THE OFFICE OF THE PRESIDENT OF THE BOARD OF SUPERVISORS Clerk Calvillo provided the nominating principles, as follows: - Members may nominate one person, either themselves or another Member; - Nominees state on the record if they accept the nomination; - Nominees do not need to vacate the Chamber; - Nominees may withdraw their own nomination without a second at any time; - At completion of nominations, the nominations will be closed; - Members may vote for themselves; - The Board may adopt a motion to reopen nominations with a majority vote; and - If nominations are reopened, those Members who have not nominated may do so or a Member may withdraw their previous nomination and nominate a different Member. Supervisor Dorsey nominated Supervisor Mandelman. Supervisor Chan expressed her support for the nomination of Supervisor Mandelman. Clerk Calvillo inquired if there were any further nominations. There being no response, the nominations for the Office of the President of the Board of Supervisors were then closed. GENERAL PUBLIC COMMENT Thierry Fill; shared various concerns regarding the election of the President. Lea McGeever; expressed opposition to Supervisor Mandelman for President of the Board. Steven; congratulated the newly elected and appointed Members of the Board. Mabel Tang; congratulated the newly elected and appointed Members of the Board. Coretta Louie; congratulated the newly elected and appointed Members of the Board. Speaker; expressed support of Supervisor Mandelman for President of the Board. Barbara Skinner; congratulated the newly elected and appointed Members of the Board. Beverly Upton; congratulated the newly elected and appointed Members of the Board. Speaker; expressed support of Supervisor Mandelman for President of the Board. Gloria Berry; expressed concerns regarding overdose statistics, housing and food security. Board of Supervisors Meeting Minutes 1/8/2025 ELECTION OF THE PRESIDENT OF THE BOARD OF SUPERVISORS Supervisor Mandelman accepted the nomination. Clerk Calvillo provided the principles for the election of the President of the Board of Supervisors, as follows: - Voting occurs in alphabetical order; - There are no abstentions or passes; - When called upon, Members vote by stating the name of their preference from among the nominees; - The first nominee to receive a majority vote will be the President of the Board; - The nominee with the least number of votes is not obligated to withdraw their name nor will they be automatically withdrawn from the ballot; - If no nominee received a majority of the votes, they will proceed to the next round of voting; and - If nominations are reopened, those Members who have not nominated may do so or a Member may withdraw their previous nomination and nominate a different Member. The roll was called on the nomination of Supervisor Mandelman. ROUND 1 - Vote to select the President of the Board of Supervisors among the names in nomination were declared, as follows: Mandelman: 11 - Chan, Chen, Dorsey, Engardio, Fielder, Mahmood, Mandelman, Melgar, Sauter, Sherrill, Walton President Mandelman received a majority of the votes in Round 1 and requested the honor of having Supervisors Dorsey and Chan escort him to the dais as he assumed the chair. PRESIDENT RAFAEL MANDELMAN ASSUMED THE CHAIR President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. President Mandelman called for a moment of silence to acknowledge the passing of the 39th President of the United States, Jimmy Carter. President Mandelman recessed the meeting at 2:35 p.m. and reconvened the meeting at 2:48 p.m. REMARKS FROM THE MAYOR OF THE CITY AND COUNTY OF SAN FRANCISCO, THE HONORABLE DANIEL LURIE Mayor Daniel Lurie congratulated all of the newly elected and appointed Members of the Board of Supervisors and stated he looked forward to working with all eleven Members. REMARKS BY THE HONORABLE PRESIDENT OF THE BOARD OF SUPERVISORS President Mandelman thanked the Members of the Board and the constituents of San Francisco for placing their trust in him and putting him in office. President Mandelman then provided his vision and hope for San Francisco and further thanked his staff and City departments heads.
