Board of Supervisors Meeting Minutes 7/23/2024 Members Present: Connie Chan, Matt Dorsey, Joel Engardio, Rafael Mandelman, Aaron Peskin, Dean Preston, Hillary Ronen, Ahsha Safai, and Catherine Stefani The Board of Supervisors of the City and County of San Francisco met in special session on Tuesday, July 23, 2024, with President Aaron Peskin presiding. President Peskin called the meeting to order at 9:03 a.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Chan, Dorsey, Engardio, Mandelman, Peskin, Preston, Ronen, Safai, and Stefani were noted present. Supervisors Melgar and Walton were noted not present. A quorum of the Board was present. President Peskin presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. President Peskin led the Members of the Board and the audience in the pledge of allegiance to the flag of the United States of America, pursuant to Board Rule 4.9. COMMUNICATIONS Angela Calvillo, Clerk of the Board, informed the Board that she was in receipt of correspondence from President Aaron Peskin calling for two special meetings of the Board of Supervisors on July 23, 2024, at 9:00 a.m. to consider File No. 240775 (Motion, Calling from Committee and Modifying Time for Submission of Charter Amendment under Rule 2.22.7), and 9:05 a.m. to consider File No. 240544 (Charter Amendment, Police Staffing and Voluntary Deferred Retirement Option Program for the Police Department). Board of Supervisors Meeting Minutes 7/23/2024 REGULAR AGENDA NEW BUSINESS Referred to the Board of Supervisors Clerk Calvillo further informed the Board that she was in receipt of correspondence received from the Office of Supervisor Melgar, received at 9:13 a.m., and the Office of Supervisor Walton, received at 9:20 a.m., requesting to be excused from today's special meeting. Supervisors Melgar and Walton Excused from Attendance Supervisor Mandelman, seconded by Supervisor Stefani, moved that Supervisors Melgar and Walton be excused from attending today's meeting. The motion carried by the following vote: Ayes: 9 - Chan, Dorsey, Engardio, Mandelman, Peskin, Preston, Ronen, Safai, Stefani Excused: 2 - Melgar, Walton 240775 [Calling from Committee - Modifying Time for Submission of Charter Amendment (File No. 240544) under Rule 2.22.7] Sponsors: Peskin; Dorsey, Chan, Stefani, Engardio, Melgar, Mandelman and Safai Motion calling from the Rules Committee the proposed Charter Amendment (File No. 240544) on Police staffing and a Voluntary Deferred Retirement Option Program; and modifying the amount of time required under Rule 2.22.7 between the first appearance of the proposed subject Charter Amendment on the Board’s agenda and the Board’s order submitting them to the electorate for the November 5, 2024, election. President Peskin inquired as to whether any member of the public wished to address the Board relating to the Motion calling File No. 240544 from committee and modifying the time for submission of Charter Amendment (File No. 240775). APPROVED by the following vote: Ayes: 7 - Chan, Dorsey, Engardio, Mandelman, Peskin, Safai, Stefani Noes: 2 - Preston, Ronen Excused: 2 - Melgar, Walton Supervisor Mandelman, seconded by Supervisor Stefani, moved to rescind the previous vote to take public comment on the matter. Board of Supervisors Meeting Minutes 7/23/2024 H. Brown; Lea McGeever; spoke in opposition to the Motion. Anne Pearson (Office of the City Attorney) answered questions raised during the discussion. The President closed public comment. Motion No. M24-070 APPROVED by the following vote: Ayes: 7 - Chan, Dorsey, Engardio, Mandelman, Peskin, Safai, Stefani Noes: 2 - Preston, Ronen Excused: 2 - Melgar, Walton ADJOURNMENT There being no further business, the Board adjourned at the hour of 9:21 a.m. N.B.
