            Requesting/Inquiring: Requesting the Budget and Legislative Analyst’s office to provide the Board
            of Supervisors with an update of the 2007 management audit of San Francisco’s workforce
            development programs.

            While San Francisco's overall unemployment rate has been an encouraging indicator of our city's
            knowledge-based and technology-driven economy, we have all witnessed the reality and impact of
            a growing skills-to-jobs gap among residents. This gap has been particularly challenging for San
            Franciscans who face profound employment barriers due to a lack of educational and literacy
            opportunities, limited English proficiency, disability or ex-offender status.

            In San Francisco, there has been a significant network of Federal, State, and locally-funded
            workforce development programs intended to assist residents with employment barriers in gaining
            the skills and training they need in order to join the workforce. In FY 2006-2007, when these
            programs were estimated to cost at least $29M, the Mayor and Board of Supervisors authorized the
            creation of the Office of Workforce Development, which was to serve as the local oversight and
            policy-making body for this vast network, including coordinating all City departments and resources
            connected to workforce development.

            We have heard from a number of community and workforce stakeholders that the City's current
            workforce system continues to be too fragmented despite significant progress since the Office of
            Workforce Development was created. Currently, there are over 15 departments that have
            workforce development programs of some sort, and the authority for many of these programs
            remains entirely within the departments. There has been relatively little coordination and no
            standard performance outcomes across many of the departments. Further, there has been
            inadequate Citywide-level information about total funding, staffing levels, and contract data.

            We are writing to request your office's assistance in understanding the state of the current
            workforce development system, as well in shaping recommendations for its improvement. In 2007,
            at the time with the City began the process of consolidating workforce system as mentioned above,
            the Budget and Legislative Analyst prepared an in-depth management audit of San Francisco's
            workforce development programs. We are asking that your office provide the Board of Supervisors
            with an update of this audit, and in particular the implementation status of its recommendations.

            Ray Hartz submitted the following additional information during Public Comment as follows:
            Members of this BOS should be truly embarrassed by the fact that a citizen of San Francisco has
            to read the law to you in order to make public comment without interruption. On March 26, as I was
            addressing this board regarding the practices of your clerk, Board President David Chiu interrupted
            me. He did so without any good-faith belief that my comments were inappropriate. He did so in
            violation of the Sunshine Ordinance that my comments were inappropriate. He did so in violation of
            the Sunshine Ordinance section that I just quoted. Despite stealing my time, interrupting my train
            of thought, and forcing me to tell him something he certainly knew, the clerk then cut me off
            midsentence! It is bad enough that this BOS steals a full minute from each and every citizen who
            wishes to talk with you. Three minutes is the legal intent!!! The practices of the presiding officer
            and the clerk which violate the law are beyond the pale!
