Board of Supervisors Meeting Minutes 7/9/2024 Members Present: Connie Chan, Matt Dorsey, Joel Engardio, Rafael Mandelman, Myrna Melgar, Aaron Peskin, Dean Preston, Hillary Ronen, Ahsha Safai, and Shamann Walton The Board of Supervisors of the City and County of San Francisco met in regular session on Tuesday, July 9, 2024, with President Aaron Peskin presiding. President Peskin called the meeting to order at 2:03 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Chan, Dorsey, Engardio, Mandelman, Melgar, Peskin, Preston, Ronen, Safai, and Walton were noted present. Supervisor Stefani was noted not present. A quorum of the Board was present. President Peskin presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. President Peskin led the Members of the Board and the audience in the pledge of allegiance to the flag of the United States of America, pursuant to Board Rule 4.9. COMMUNICATIONS Angela Calvillo, Clerk of the Board, welcomed members of the public to attend Board meetings and provide comment in-person or view the meeting live on SFGovTV’s award winning Cable Channel 26 or at www.sfgovtv.org. Those requiring interpretation services should contact the Office of the Clerk of the Board at least two business days in advance of the meeting, pursuant to Administrative Code, Section 91.7. Board of Supervisors Meeting Minutes 7/9/2024 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 240750 [Formal Policy Discussions - July 9, 2024] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. Mayoral Address: Mayor London N. Breed discussed last week’s Supreme Court ruling in the Grants Pass v. Johnson case, which determined that cities could enforce bans on public camping even if no alternative shelter is available. Mayor Breed stated that the ruling allows for current city mandated restrictions to be lifted and she is working with the City Attorney’s Office on how current polices around homeless encampments will change. Mayor Breed then discussed the City’s current homeless outreach plan that provides homeless shelters and services while being firm on the enforcement of regulations and penalties. Mayor Breed then addressed the above referenced topic submitted by the District 5 Supervisor. The following topic was noticed on the agenda representing District 5: 1. Rent Control Supervisor Preston began the discussion by asking the following question: Do you support repealing Costa-Hawkins? Before responding, Mayor Breed asked the City Attorney’s office to confirm whether the question was eligible for discussion since the Resolution supporting The Justice for Renters Act (File No. 240684) was on today’s agenda. Anne Pearson (Office of the City Attorney) deferred the Mayor’s inquiry to President Peskin for response; President Peskin confirmed the question did not relate to File No. 240684. Mayor Breed responded that she supports rent control and noted the City’s efforts in creating affordable housing; however, she does not believe that rent control provides for new housing to be built. Supervisor Preston then asked a follow-up question: If Costa-Hawkins is repealed, will you support vacancy control regulations? Mayor Breed responded that the item is on the ballot and she has not had the opportunity assess the measure; therefore, she was not yet prepared to state her position on the record.
