            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, June 25, 2024, with President Aaron Peskin presiding.

            President Peskin called the meeting to order at 2:01 p.m.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Dorsey, Engardio, Melgar, Peskin, Preston, Ronen, Stefani, and
            Walton were noted present.

            Supervisors Chan, Mandelman, Safai were noted not present.

            A quorum of the Board was present.


            President Peskin presented the ancestral homeland acknowledgement of the Ramaytush Ohlone,
            who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1.

            President Peskin led the Members of the Board and the audience in the pledge of allegiance to the
            flag of the United States of America, pursuant to Board Rule 4.9.


            Supervisor Chan was noted present at 2:01 p.m.

            Ordinance amending the Police Code to create a two-year pilot program, during which retail food and
            tobacco establishments in a high-crime area of the Tenderloin police district are prohibited from being
            open to the public from 12:00 a.m. to 5:00 a.m., or from 2:00 a.m. to 5:00 a.m. if subject to
            regulation by the California Department of Alcoholic Beverage Control; authorizing the Department of
            Public Health to impose administrative fines for violation of the hours restrictions; declaring an
            establishment’s operation in violation of the hours restrictions to be a public nuisance; authorizing
            enforcement actions by the City Attorney; and creating a private right of action for persons harmed by
            a violation of the hours restriction.

            between California Street and Sacramento Street; to allow the outdoor consumption of alcoholic

240439 [Public Works Code - Vending Requirements and Restrictions]
            Sponsors: Mayor; Safai
            Ordinance amending the Public Works Code to streamline the enforcement of vending requirements
            and restrictions, clarify vending permit application and compliance requirements, require certain
            vending permittees to register with the Tax Collector and pay related fees, prohibit stationary
            sidewalk vendors from vending in residential districts as defined in the Planning Code, limit
            permissible vending times, and streamline approval of vending regulations; and affirming the Planning
            Department’s determination under the California Environmental Quality Act.
            Privilege of the floor was granted unanimously to Tom Paulino (Mayor’s Office) who responded to
            questions raised throughout the discussion.
            Supervisor Safai, seconded by Supervisor Walton, moved that this Ordinance be AMENDED, AN
            AMENDMENT OF THE WHOLE BEARING SAME TITLE, on Page 14, Lines 15-16, by adding ‘and shall urge
            the Vendor to make every effort to remove the items, or cause their removal’. The motion carried by
            the following vote:

            Resolution 1) approving and authorizing a Loan Purchase Agreement for the purchase of an existing
            loan in an amount of $63,191,071 for a purchase price not to exceed $48,000,000 from the San
            Francisco Housing Accelerator Fund (“SFHAF Loan”) related to the rehabilitation of a 214-unit
            single-room occupancy residential building for permanent supportive housing to homeless
            households, with two managers units, located at 1000 Sutter Street (the “Project”); 2) authorizing the
            assumption of obligations under the SFHAF Loan to disburse an amount not to exceed $17,000,000
            for rehabilitation of the Project; 3) approving and authorizing an Amended and Restated Loan
            Agreement with 1000 Sutter LLC (“Borrower”) in an amount not to exceed $71,125,575 for a minimum
            loan term of 55 years (“City Loan Agreement”) to consolidate the SFHAF Loan with a prior loan from
            the City to Borrower after completion of the rehabilitation and provide permanent financing for the
            Project; 4) adopting findings that the Project and proposed transactions are consistent with the
            General Plan, and the eight priority policies of Planning Code, Section 101.1; 5) authorizing the
            Mayor and the Director of Mayor’s Office of Housing and Community Development (“MOHCD”) to
